National Law Enforcement Data Programme (NLEDP) VISION To provide Law Enforcement and other agencies, on-demand at the point of need, with current and joined up information in order to prevent crime and better safeguard the public. This will result in the creation of the Law Enforcement Data Service (LEDS) platform and the decommissioning of PNC and PND INDICATIVE DELIVERY PLAN MISSION To develop a rationalised adaptable national platform that delivers greater value from information using new and improved services OBJECTIVES: • Business continuity – ensure there is no disruption to services for operational users • Reduced costs – reduce cost where appropriate by re-using existing HO capabilities • Improved service – facilitate more innovative use of the data by users and speed up the delivery of system improvements • Flexible architecture – minimise supplier tie-ins and maximise scope for future competition, choice and innovation in longer-term HIGHLIGHTS OF PROGRESS TO DATE: • • Appointment and mobilisation of IBM as the LEDS Build Partner in February Approved User Interface designs and requirements for first build increment in March LEDS build commenced in April Alerting Minimum Viable Product (MVP) Beta rolled out to 5 Forces Scope and requirements elaboration roadmap for Tranche 1 completed Continual ramp up of stakeholder engagement PND data intercept software successfully proven and has been rolled out to 28 forces PNC emulation through TIGR for a subset of Property functionality demonstrated 1 WHAT’S TO COME: • • Decision on use of commodity cloud Development for PND bulk and data ingest builds Establish Closed User Group and Product Advisers Simple person search against synthetic data Engagements to address key Data Quality issues for PND transition, and look in to Privacy and Ethics implications of LEDS Agree product scope and initial requirements for Tranche 2 (remaining PND functionality) Trial new Alerting MVP with Cumbria Police Development of a ‘clickable prototype’ for the first phase of LEDS
