Henrico County Police Division “Law Enforcement has many opportunities to promote safety in our communities. One means of promoting safety is through our efforts to ensure our highways are safe for our visitors and residents. The Law Enforcement Challenge provides police chiefs with an opportunity to organize a year-long highway safety campaign that is measureable, effective and provides recognition to the agency for its efforts. Our elected officials have come to expect our agency to perform well in the Challenge, and our personnel recognize the importance it has for our highway safety efforts. It’s now part of our culture to participate annually and to strive each year to improve our efforts. As the Police Chief, my goal is to use the Law Enforcement Challenge annually to ensure we are vigilant in our efforts to make our highways as safe as we possibly can. It is a meaningful and useful program which I am committed to perpetuating in the future. ” Douglas A. Middleton Chief of Police

Why Does Henrico County Participate in the Challenge? • Henrico’s goal initially was to create a strong traffic safety program to save lives and reduce crashes. • Ultimately, what we got was not only reduced fatality crashes, but also reduced crime rates. Crime has steadily declined over the last several years.

Why Does Henrico County Participate in the Challenge? • Participating in the challenge allows us to compare what we are doing with other agencies of similar size to help us develop better ways to combat the problem of speeding and alcohol related crashes. • The Challenge helps us identify the three E’s of traffic safety (Education, Enforcement and Engineering)

What Benefits does Henrico County see? • Agency recognition – Locally – Statewide – Nationwide • Agencies across the nation know Henrico and call us about programs we are doing here, so they can enhance their programs.

What benefits does Henrico County see? • Lives being saved due to our education and enforcement efforts. • By showing the strong traffic safety plan and recognition, we are able to secure state and federal grant money to enhance our Department and make our roads safer.

What benefits does Henrico County see? • Due to success of our entries over the years, we now have Department members serving on the IACP National Law Enforcement Challenge Subcommittee and two members serve as evaluators for the Challenge. • This adds more recognition for you and your Department.

How does Henrico County gather their data? • Cannot gather it at the end of the calendar year!!! – Must gather it and track it throughout the year. • We keep an Excel spreadsheet to track all enforcement efforts and traffic specials. • All sub-units of the Department are required by policy to send their efforts to the Traffic Unit.

How does Henrico County gather their data? • Target Area Identification – – High crash locations • Time of day / day of the week • Causes or contributory information (speed, running red lights, DUI, etc. ) – Speeding complaints • Time of day / day of the week • Use Stealth. Stat and/or SMART Trailer – DUI Enforcement • Time of day / day of the week • DUI crash locations • State and National campaigns

Final Thoughts from Henrico County • Strongly encourage all agencies to participate. • Way of showing your residents and government leaders everything you are doing to make them safe on the roadways. • Positive outcomes could be fewer crashes and lower crime rates.

Why does the WSP participate? • Valuable feedback from an outside entity • Opportunity to share success stories and learn from others success • Assists the WSP in showing stake holders (citizens, legislators, and media) its commitment to and successes with traffic safety

How does the WSP gather data for the NLEC? • Data is readily available through the agency Time and Activity Reporting system. • WSP has been practicing data-driven decision making for over 10 years. • WSP Strategic Advancement Forum (SAF) provides majority of information for the NLEC.

How does the WSP benefit from participating? • Employee morale • Benchmarking with like-size agencies • Increased public confidence

Application Tips • Prepare information ahead of time • Decide if you will apply for a special award • Quality means more than quantity • Review sample applications • Narrative summaries should support attachments • Enforcement stats are not outcomes • You don’t have to address every point in the “How To Guide” • Know your point of contact for questions • Comply with attachment requirements • First impressions count
