NATIONAL INSTITUTE OF STATISTICS - ROMANIA TF on Passenger Mobility Statistics – 2016 grant Ø Grant agreement 08363. 2016. 002 -2016. 656 entitled ‘Passenger mobility and road traffic statistics’ / 09 -Dec-16 – 08 -Apr-18 Main objectives to be achieved: § ‘Setting-up a dedicated passenger mobility survey for collecting relevant statistics for producing harmonised statistics on passenger mobility and the indicators covered in the Eurostat guidelines based on harmonised definitions, according to the Technical specifications of the action; § Developing and producing harmonised road traffic statistics based on odometer readings, as well as identifying the type of road network where road traffic takes place; § Producing a report describing the methodology applied, difficulties encountered and the variables in Table 2, Table 3 and Table 4 obtained. ’ 3
NATIONAL INSTITUTE OF STATISTICS - ROMANIA TF on Passenger Mobility Statistics – Module 1: Variables Module 1 – Passenger mobility statistics Variables we intend to produced: • share of trip-makers among the respondents (%); • average number trips/person/day; • average travel distance person/per day (km); • average total travel time person/per day (minutes); • passenger-kilometers (pkm) for all reference population/year; • vehicle occupancy rate. ü The passenger mobility variables will be produced according to the recommended breakdown • urban and non-urban mobility; • short, medium and long distance mobility. 4
NATIONAL INSTITUTE OF STATISTICS - ROMANIA TF on Passenger Mobility Statistics –‘Passenger mobility – PM’ / 1 Ø ‘Passenger Mobility – PM’ - statistical survey • Periodicity: every quarter in 2017 • Sample based survey • Observation unit: the household • Sampling frame: EMZOT Master sampling frame, based on 2011 Population and Housing Census • Face-to-Face interviews • Staff involved: statisticians and IT experts with NIS headquarters & Counties and Regional Statistical Offices. 5
NATIONAL INSTITUTE OF STATISTICS - ROMANIA TF on Passenger Mobility Statistics –‘Passenger mobility – PM’ / 2 Sampling frame: EMZOT Master sampling frame, based on 2011 Population and Housing Census n - built as a sample comprising 792 geographical zones named survey centers, similar to primary sampling units; - stratification criteria: the residence area (urban/rural) and county (NUTS-3 level); - EMZOT master sample set in 2015 includes 450 urban survey centers and 342 centers in rural areas; - a needed calculated minimum of permanent dwellings comprised. § 8929 dwellings selected per quarter q Reference population: age group 15 -84 inclusive 6

Ø information for the identification of the household / sex & age of the respondent also collected; Data collected by 792 statistical operators 7

A. R. , the technical specialized body designated by the Ministry of Transports as competent authority in the field of road vehicles, road safety, environment protection and quality assurance. • Table 4, columns 1, 2 and 3: Road traffic (vkm) of all vehicles (national and foreign) on national territory by type of road ü Produced by Transport Statistics Unit with the National Institute of Statistics based on traffic census data. 10
NATIONAL INSTITUTE OF STATISTICS – ROMANIA TF on Passenger Mobility Statistics – Stage, problems Current stage: ü ü ü Data on passenger mobility for Q 1 and Q 2 collected and received at NIS headquarters; IT tools for data collection designed; Mid-term technical report produced by NIS and RAR transmitted to Eurostat. Problems encountered: q q Data on each stage for travels with overnight stays in the surveyed month difficult to collect in Section 2 of the questionnaire; Data related to main mode of transport only declared by most of respondents.
