National Geospatial Data Infrastructure [NGDI] Dev. – Lessons Learnt NGDI Committee Problems - Director level, barely understood the subject matter; - No direct funding of Committee; - Internet teleconference difficult (bandwidth, level of IT literacy); - Working Group – didn’t meet, funding problem Solutions - Secondment of staff with relevant skill to work fulltime on the GDI development - Reduce size of Committee members - Initial capacity building to bring staff to same level - Direct budget for the Committee - Targeted Goals/phase implementation. National Geospatial Data Infrastructure [NGDI] Dev. – Lessons Learnt (2) Internet Infrastructure Problem - Inadequacy and poor quality of the telecommunications infrastructure and the high cost of Internet service too prohibitive e. g. 250/250 Mbps ≈ € 2, 000/month!. - Percentage population penetration in internet usage is about 1. 5% Solution - May be the continental fibre-optic network that will interconnects Africa and the rest of the world via current and planned undersea fibre-optic cables will bring down cost. Power Supply - 24/7 Power Supply not guaranteed! - Solar Energy – we understand the solar energy of the Sahara desert if well harvested can powered Europe! What about Africa? National Geospatial Data Infrastructure [NGDI] Dev. – Lessons Learnt (3) Capacity Building Problem - Most African countries unable to keep-up with pace of technological changes as a result of lack of fund to pursue capacity building Solution - Is at the core of SDI development and it has to be continuous as the technology keeps changing. - Capacity building must be owned through empowerment of relevant Geomatics/RS Departments/Institutions. - Adequate funding for Capacity Building Awareness - Ensure participation of major Stakeholders - Using the right Language for Policy Makers Donors/Collaborating Partners/Development Banks - Support establishment of SDI at all levels and see it as prerequisite for projects financing.
