National Federation of State High School Associations Reminders Inclement/Hot Weather Guidelines: The following should be considered when scheduling practice: - Time of day - Intensity level of practice - Equipment worn - Environmental conditions *High Temperature and high humidity create a dangerous situation for athletes. A high humidity and low temperature can also cause serious heat-related problems. * *Water/fluid replacement breaks recommended each 20 or 30 minutes. Additionally, if a fighting ejection, head coach must take the “Teaching and Modeling Behavior” NFHS course; cost is $20; must be completed before coaching next game. OFFICIALS NOTE § When a card is given to a player, officials are to verbally communicate this to both Head Coaches • Give the player # • Give the reason for the card § After the justification is given, return to the field and resume play • The purpose of this communication is to make sure all parties are made aware of the card • This is NOT a time for the coach to question the call and/or argue for a change in the call

OFFICIALS NOTE § The official time and score is to be kept on the scoreboard. This is a NCHSAA state mandate above and beyond NFHS rule code. • Head coaches may NOT mutually agree to have the score kept on the field as per Rule 6 -2 -1 • Officials cannot override the NCHSAA mandate and keep the time on the field unless the scoreboard is inoperative • Coaches are to emphasize this to their Athletic Directors

COACHES NOTE § Coaches and Athletic Directors are responsible for tracking yellow cards accumulated by their players • 5 yellow cards accumulated by the same player will result in a suspension (miss next contest at that level and all contests in the interim) • An additional 5 yellow cards by that same player (total of 10) will result in an ejection • A red card disqualification that is NOT an ejection is the equivalent of 2 yellow cards

NFHS Overtime Procedure § 5 -Minute interval between 2 nd half and 1 st overtime period § Overtime consists of two (2) 10 -minute periods § Interval between the 1 st and 2 nd overtime periods is 2 minutes § No sudden-victory format…for regular season conference varsity games (or non-conference varsity games with prior mutual consent of the teams), so if no winner at the end of the (2) 10 -minute periods, the game shall be considered a tie for both teams § In tournament play and playoffs, tied games must be resolved by the NFHS Tournament Progression Format

National Federation of State High School Associations NCHSAA Board Approved Items Now a $400 fine for non-compliant uniform Reminder: Coaches Education Requirement ØAll non-faculty (non-teaching, certified personnel) and all newly hired coaches (new to your LEA, and has not passed the course) must complete and pass the NFHS “FUNDAMENTALS OF COACHING” certification course within sixty (60) days of hire. This is for head coaches, assistant coaches, including volunteers. ØIf currently a non-faculty coach, certification course must be completed prior to first day of practice. ØCourse is an online offering through the National Federation (NFHS). To access and complete the course, go to nfhslearn. com. Cost of course is $35 and is a one-time completion requirement to be nationally certified. ØTarget date of August 1, 2015 for all coaches to be certified Take Part. Get Set For Life. ™

NCHSAA Board Approved Items: § Now have a Transfer Policy; posted on web-site under school central: • If you make a bona fide change of residence, no transfer waiver required for satisfying residence eligibility • All non-traditional member schools will be treated as its own LEA • LEA’s must have a policy to govern inter-system transfers; if no policy, then sit for 365 days • All waiver requests from one LEA to another will be handled through NCHSAA

NCHSAA Board Approved Items: § Clarified the endowment game language; check handbook § Clarified anyone caught using alcohol/tobacco at any time will be ejected § Changed the title of “Booking Agents” to “Regional Supervisor”; this is for all sports § Made a change to Ejection Criteria relative to player (s) leaving the bench • $500 fine for player (s) leaving bench if unauthorized • i. e. there is no fight (ejected for 2 games)

NCHSAA Board Approved Items: § In many of the sports, ticket prices for the playoffs have been changed (Soccer- $6 for 1 st four rounds, regionals- $7) § Will be seeding Soccer and Basketball in the 64 team brackets similar to Football; (1) Seed 1, 2, 3 in straight conferences (2) Seed 1 and 2 in splits, if number 2 is truly 2 nd overall in conference. (3) Seed other qualifiers based on overall record as at large entries § Fines listed in back of handbook have been updated; $50 fines are now $100 fines; $250 and $300 fines are now $400 fines

A Note About Different Sock and Tape Color Ladies & Gentlemen, We have had a number of incidents this season where players have been allowed to breach Law 4 -The Players Equipment. Specifically, wrong colored tape around socks, undergarments that are not the predominant color of the uniform, and jewelry being worn have been noted. Please ensure that Law 4 is fully enforced in all remaining matches this season. If a player is seen to be in breach of this law, he should not be allowed to participate in a game until his equipment has been adjusted accordingly. Clubs have been informed and, therefore, should not be surprised when you apply this law. I thank you in advance for your adherence to this request. POINT OF EMPHASIS Excessive Player Substitutions Rule 3 -6 When a team repeatedly substitutes to consume time, a referee shall order the timer to stop the time clock during such substitutions and shall notify the coach of the offending team. The NFHS Sports Medicine Advisory Committee has noted an increase in reported and diagnosed concussions in the 2011 -2012 National High School Sports Related Injury Surveillance Study. The position of the NFHS Sports Medicine Committee is that no athlete should return to play or practice on that same day after suffering a concussion. © REFEREE ENTERPISES INC. 2013

BENCH AREA(S) § NFHS Rule 1 -5 -1, 2, & 3 § There shall be designated specific areas for each team’s bench, separated by an official area for entering substitutes, scorers and timers. These shall be at least 10 feet from the touchline. § The official area shall extend 5 yards on each side of the halfway line. § The team areas shall extend from 10 yards on each side of the halfway line for a distance of 20 yards, and each shall be marked by a solid line. § EXCEPTION: When teams are placed on the opposite sides of the field, each team area shall be located as specified above and shall be placed diagonally from each other.

NFHS Soccer Major Editorial Changes 3 -1 -3 Each team shall submit a team roster, containing the first and last names and numbers of all players, and substitutes, all bench personnel and all coaches, to the officials at least five minutes prior to the start of the contest. The game shall not begin until this is complete. Players, substitutes, numbers, bench personnel and coaches may be added to the roster after the start of play. Goalkeepers may have two numbers listed on the roster, a goalkeeper’s number and a field player’s number. 3 -3 -7 A team that elects or is required to play shorthanded for reasons other than misconduct may have the player(s) reenter the game during a dead ball.

NFHS Soccer Major Editorial Changes 3 -3 -8 A team which starts a game with fewer than 11 players, but at least seven players, may have its additional player(s) enter the game during a dead ball provided that the names of the additional players are on the team roster (3 -1 -3). 3 -3 -3 Situation B Goalkeeper A fouls Opponent B in the penalty area resulting in a penalty kick for Team B. Goalkeeper A is disqualified for committing serious foul play. Team A is permitted to substitute a goalkeeper from the bench but must have a field player leave the field. RULING: Team A must play short due to the disqualification (12 -8 -2) but must have a goalkeeper (3 -1 -1).

NFHS Soccer Major Editorial Changes 3 -4 -1 Situation A Substitute A 12 reports to the scorer as the kickoff takes place. Eight minutes elapse before the first opportunity for a substitution occurs. The referee beckons A 12 on the field; however, A 12 is withdrawn by the coach of Team A. RULING: Substitute A 12 is now a player because he/she was beckoned onto the field by the referee; therefore, player A 12 must enter the game once beckoned. 3 -5 Change title to: SECTION 5 GOALKEEPER CHANGE 3 -6 Change title to: SECTION 6 EXCESSIVE PLAYER SUBSTITUTIONS

NFHS Soccer Major Editorial Changes 4 -2 -5, Note NOTE: Each state association may, in keeping with applicable laws, authorize exceptions to NFHS playing rules to provide reasonable accommodations to individual participants with disabilities and/or special needs, as well as those individuals with unique and extenuating circumstances. The accommodations should not fundamentally alter the sport, heighten risk to the athlete/others or place opponents at a disadvantage. 5 -2 -2 d(4) Inquire of each head coach whether each of his/her players will be properly and legally equipped at the kickoff. Any questions regarding legality of a player’s equipment shall be determined by the head referee, or the center referee in a game officiated using the double-dual system of officiating.

Just as B 2 deflects the ball with the hands, A 2 kicks the free ball and (a) it goes into the goal; (b) does not go into the goal. RULING: In (a), award a goal and caution B 2 for unsporting conduct; in (b) call handling, award a penalty kick, and disqualify B 2 for serious foul play. NFHS Soccer Major Editorial Changes 12 -4 -3 The goalkeeper in possession of the ball shall not be interfered with or impeded in any manner by an opponent. This includes the act of bouncing the ball or dropping the ball for a kick or attempting to throw the ball or tossing the ball in the air to recatch. When goalkeepers put the ball on the ground, they relinquish their privileges as goalkeepers. 12 -7 -2 Situation An attacking player takes a shot on goal which (a) goes directly at the goalkeeper, who is able to deflect it to the ground so he can dribble it with the feet to the edge of the penalty area and then pick the ball up with his hands to distribute; or (b) the goalkeeper must dive in order to reach the ball, deflect it away from the goal, then scramble to pick it up with his hands to distribute. RULING: In (a) Illegal. Goalkeeper is penalized for infringing when he/she picks up the ball with the hands after parrying; in (b) legal. The deflection is not considered a parry.

NFHS Soccer Major Editorial Changes 12 -7 -4 Situation On a throw-in, player A throws the ball (a) directly to his/her own goalkeeper A within the penalty area who touches the ball with the hands; (b) to a teammate who heads the ball to his/her own goalkeeper within the penalty area who picks the ball up with the hands; (c) the ball is thrown to his/her own goalkeeper outside the penalty area by a teammate. The goalkeeper traps the ball with the feet and dribbles it into the penalty area where it is picked up. RULING: In (a), an indirect free kick is awarded to the opponent; in (b), there has been no violation; in (c) illegal. Award an indirect kick to opponent at spot of touching.

NFHS Soccer Major Editorial Changes 12 -8 -2 Situation B Player A 2 dribbles along the goal line into the penalty area. The goalkeeper comes out of the goal mouth to challenge A 2 pushes the ball by the goalkeeper and steps off the field to go around the goalkeeper. The goalkeeper then steps off the field and violently contacts A 2 to prevent A 2 from completing the play. RULING: The referee must stop play, disqualify the goalkeeper for exhibiting violent conduct and restart play with an indirect free kick from the location of the ball at the stoppage or the goal area line as appropriate. 13 -2 -4 (new) If a direct or indirect free kick taken from outside a team’s penalty area goes untouched into a team’s own goal, a corner kick shall be awarded to the opposing team.

NFHS Soccer Major Editorial Changes 18 -1 -1 e DEAD BALL – A term used to indicate a time when the ball is out-of-play. A goal can never be scored while the ball is dead. A restart can never be changed due to what occurs during a dead ball.
