Contingency Planning at National and Sub -national Level 国家和地方应急预案 NDRF 2013 the key national document on systemic preparedness planning and response: one of the major priorities is Contingency Planning. Emergency Preparedness Planning: annual process engaging all the stakeholders, under Mo. HA leadership, initiated as monsoon preparedness decade ago. Hospital Preparedness for Emergency Plan is in place. Hazard specific contingency plans engaging all 11 clusters, e. g. National level Monsoon Preparedness Plan 2016. District Disaster Preparedness and Response Planning process as a roll out of contingency planning. DDMP, LDRMP are prepared in district and community level.

Contingency Planning and Earthquake Response 2015 应急方案及2015地震响应 • NDRF was used as a main tool in the earthquake response activation and coordination. • National emergency response mechanism activated, and coordination mechanism during mega disaster was applied. • Affected districts used their DPRP as the main tool. • All the clusters activated.

Emergency Shelter 应急避难场所 Ministry of Urban Development/Department of Urban Development and Building Construction is responsible to prepare emergency shelter with Contingency Plan. 83 Open spaces identified and protected in Kathmandu valley, were instrumental for temporary shelter during 2015 earthquake response. Now, Basic physical infrastructures are under construction in some open spaces.
