Implementation issues: Despite existing policies or legislation, people do not have effective access to entitlements For example, in Thailand: Despite universal access to social health protection, people from rural areas have limited protection due to poor health care infrastructure Enforcement of the Social Security Act is low, due to employers not registering their staff and a lack of resources to reach out to informal sector workers

What is coverage? 3 dimensions – Scope: who is covered for what contingency? – mostly legislative information – Extent: how many persons are covered and how many persons are receiving benefits? – Level: what is the amount of the benefit / package of services ? (Is it adequate to respond to the need? Is it of good quality? )

What is coverage? 1 key distinction – Legal or statutory coverage: population entitled to given social protection benefits in the law. Example: in the law all employees from companies with 3 or more employees, representing 80% of the work force, are covered by a pension scheme. – Effective coverage: population effectively covered by social protection scheme. Example: only 40% of the work force contributes to a pension scheme and only 50% of the people over 60 years old are receiving a pension.

Children: recommendations • SPF: “all children enjoy basic income security at least at the level of the nationally defined poverty line, ensuring access to nutrition, education, care and any other necessary goods and services” • ABND recommendation: universal child allowance should be implemented in Thailand. • Six scenarios were designed and cost of implementation calculated. Scenarios were universal and targeted, benefit levels varying between 400 -500 Baht/month, target age group varying between 0 -14 years.

Lessons learned from the process • Participation of relevant stakeholders is crucial for building and finalising the assessment matrix • A pre-designed template for gathering data is needed • Widely discussed topics included “targeting (efficiency) vs. universalism (equity)” and “short-term financial burden vs. long-term investment”
