Definition of Farmer Land Records Land Record Authentication Farmers having land holdings) Centralized Farmers Database (Land Record Authenticated) • Beneficiaries of Government Schemes Landless farmers and Farm workers • Non Beneficiaries • How to distinguish landless farmer from non farming person? Consolidated Centralized Farmers Database ? • Authentication mechanism? • Definition of farmer?

Constraints and Issues • Definition of Farmer? : • Land Owner: A person who’s name is verified against the land record as landowner • Co-Owner of a land: A person who’s name is verified against the land record • Immediate family member of person who’s name is verified against land records • A person who has leased a land for farming • Landless farmers: A person who’s name can not be found in land records i. e. he does not own land but he is working on land own by other person • 12 Crore land holding data of farmers generated through schemes like Crop Insurance, Soil Health Card who’s records are verified against land records • Other cultivators and farm labours, who’s name does not exist against land holding, but they are actual farmer but availing subsidy under Seeds, Fertilizers, pesticides etc. They can be growers who come to sell the produce in markets. These farmer records can be found in schemes like e. NAM. • All the above put together will create the farmers database.
