HRDC System Bottlenecks 1. Detailed, accurate, current data for artisan trade prioritization, workplaces , & placement, scientific target setting & monitoring & evaluation. SOLUTION: NADSC 2. Single guaranteed funding model for all artisan trades applicable to all sectors including single, simple artisan learner administration and grant disbursement system. Artisan Recognition of Prior Learning (RPL) system that is focused on NAD/INDLELA supporting persons who are working as support workers in the engineering field to become certificated artisans. FUNCTIONS OF THE NADSC ü Collect , collate validate and report Artisan data from all 16 SETA’s and Indlela, for record keeping and database management ü Co-ordinate placement of TVET engineering learners on accredited workplaces ü Monitor learner progress from registration to trade testing and post trade test progress. ü Recording and reporting on all artisan related data to remove the first HRDC artisan development blockage ü Track and trace artisan learners from registration, certification and employment. ü Operate and Manage a National Artisan Database of both supply and demand ü Career Guidance and Artisan Information sharing and distribution 6
