Recommendation of Working Group Requirements Recommendation Readiness of Sept 30 th 2016 Target of 200 All the States are ready for onboarding the Notified APMC of their state by Sept 30 for going Live on e. NAM for Phase 1 Inter State Trading in e. NAM All the States currently on e. NAM have decided to set up a Joint Action Plan by appointing a Nodal officer in each State which will : 1. Identify the Commodities which are traded across Other States 2. Identifying Traders and helping them for Participating in Inter State Trade Assaying As Assaying is going to be a Vital information for conducting Inter State Trader following recommendation have been received by States: 1. Limiting the Current Tradable Parameter to only the most essential one 2. National Level Regulatory body for issues Assaying Guideline including Accreditation , Guidance of Equipment , and Training. 3. Recommendations of Working Group Requirements National Level Regulatory Body Recommendation Formation of a National Level Regulatory body for Issuing and Sorting any type Disputes related to Trade or Services in e. NAM has been suggested by all the states with Prime responsibility of : a. Dispute Redressal Mechanism b. Assured Delivery c. Assured payment. Logistics All States has come to the following consensus for Logistics support: 1. All States will register Logistic providers and will lay out a detailed Terms and Conditions which will be available for on the e. NAM portal for all the users for availing the services 2. Provision of Insurance will also be sought out in same. Online Payment All the States have given the assurance that they will be Implementing Online Payment System integrated with e. Other Important Suggestions 1 2 3 4 • It was suggested that all the States to make a visit to one of the Mandi in Haryana to see the entire Implementation and working on e. NAM • It was suggested to conduct a combined meeting with CDAC related to assaying equipments • It was suggested that Amendment in the APMC Act done by Haryana which allows their Registered Traders to participate in outside trades may also be adopted as a model by other states to encourage Interstate Trading. • It was suggested that PM’s Award should be conferred to Mandi Board/State Agriculture Department instead of Individual APMC Uttam Enaamreserved. © SFACFasal, / NFCL.
