Digital Payments • Online payment gateway – miniscule • Bank charges waived off at payment gateway of ICICI Bank - only home branch levying transaction charges • Mission mode registration drive for farmers, traders, CA, processors • Integration of weigh bridges / weigh scales for accurate sale agreements and corresponding digital payments • Chhattisgarh bringing amendment to reduce payment time to 1 day
Inter Mandi and Inter State Trade • Assaying is the corner stone • Telengana: Choppadandi, Karimnagar, Mahbubnagar, Badepally, Suryapet, Tirumalgiri, Jangaon • Chhattisgarh: Bhatapara, Durg, Kurud, Dhamtari, Balod, Navapara, Rajnandgaon • Madhya Pradesh: Sehore and Bhopal pilot • UP: Saharanpur and Muzaffarnagar pilot • Inter State – a unified uni-coded license a pre-requisite
States not yet integrated to e-NAM • 3 mandatory pre- requisite reforms in APMC Act - Issue of unified single license for the whole State - Single point of levy of market fee - Provision for e-trading • States with no APMC Act - Identify an organization and frame legally enforceable guidelines
Agri-market Reforms – model APLM Act, 2017 • Released on 24 th April 2017 by Hon’ble Agriculture Minister • Punjab passed the amendments in June 2017 barring some provisions • In addition to the 3 mandatory reforms for e-NAM inter alia: - Abolish concept of notified area of APMC - Private markets, direct marketing, farmer consumer market, adhoc markets, special commodity markets - Capping of market fee and commission charges - Deregulation of fruits & vegetables - Inter State trading (sec 72) - Declaration of warehouses/godowns as market sub yards Progress reported from 15 States
