Nanakuli/LLL Dust Mitigation Project Executive Issues • Dust from the bare dirt shoulders of the Navy owned Lualualei (LLL) Access Road is causing community health concerns • To implement dust control measures, the State Department of Health (Do. H) and a non-profit community based organization (Nani O Waianae (Nani)) will start a pilot planting project on March 17, 2013 • Nani will plant 15 indigenous plants on the shoulder of LLL Access Road near the entrance of PVT Landfill • Based on the success of the pilot project, Nani proposes to plant up to 600 indigenous plants on April 7, 2013 (pending approval of JBPHH) Background • Health issues involving dust in Nanakuli has been an ongoing community concern for many years • State Department of Health (Do. H) is looking at ways to better mitigate the dust issues on and near the LLL Access Road in Nanakuli • A State Do. H completed a study on Nov 28, 2011 that determined the sources of the dust and provided recommendations to mitigate the dust. • A recommendation of the study is to plant ground cover along the bare dirt shoulders of LLL Access Road in the worst areas creating dust Recommendation • Approve Nani to proceed with the pilot planting project • Approval of follow-on project to be requested and approved separately Supporting the Fleet, Fighter, and Family in Hawaii 1

Nanakuli/LLL Dust Mitigation Project Executive Issues • On June 9, 2013, the State Department of Health (Do. H) and Nani O Waianae (Nani) will plant 600 indigenous plants on the shoulder of LLL Access Road near the entrance of PVT Landfill • Cleaned/crushed concrete (CCC) will also be used as a sustainable erosion/dust control ground cover between the plants/vegatation and the road • The project site will involve a 24, 000 sq ft road shoulder area from the PVT entrance 600 feet towards the first group of homes Waianae side of road Background • Health issues involving dust in Nanakuli has been an ongoing community concern for many years • State Department of Health (Do. H funded study was completed in Nov 28, 2011 to determine the sources of the dust and made recommendations to better mitigate the dust • Study recommendations to plant ground cover along the shoulders of LLL Access Road in the areas where the dust is the worst Recommendation • Nani O Waianae Nanakuli/LLL Dust Mitigation Project shall follow all stipulations that this project is sustainable and Nani O Waianae accept all responsibility for the planting, watering and maintenance of the ground cover (plants and crushed concrete) and there will be no cost to the Region/Installation (Navy) and holds the Navy harmless from any injury or damages by Nani staff, volunteers and agents while working on this community based project on Navy property • NAVFAC to do periodic site inspections to ensure progress and compliance Supporting the Fleet, Fighter, and Family in Hawaii 2
