PRESENTATION OF THE MPUMALANGA PROVINCE TO THE PORTFOLIO COMMITTEE IN CAPETOWN, ON THE 8 TH OF MARCH 2005 -03 -05. 1. INTRODUCTION § § § The Mpumalanga Province occupies and area of 79 490 square kilometers, which is 6. 5% of the land. It has a population of 3 122 990 as with the 2001 census. This is 7, 0% of the population of South Africa. There was an 11, 5% growth since the 1996 census. 2. OFFICE DISTRIBUTION § Mpumalanga is divided into two Subregions: § Nelspruit § Witbank

§ According to Home Affairs demarcations, the province is currently divided into 2 sub -regions, namely: Nelspruit and Witbank sub-regions. § The Nelspruit sub-region is composed of 7 District Offices, namely: Barberton, Eerstehoek, Komatipoort, Lydenburg, Hazyview, Nkomazi, Nsikazi with Nelspruit as a regional office. The sub-region also takes charge of 2 MPCCs, namely: Matsamo and Fernie MPCC. Each Regional and District office is responsible for a certain number of permanent service ports which will be discussed later. § It needs to be mentioned that each sub-region is also responsible for a number of ports of entry. Nelspruit is therefore responsible for the Lebombo border post to Mozambique, Mananga, Jeppes Reef Josefdal, Oshoek, Waverly are the Swaziland border and the Kruger Mpumalanga International Airport resorts under Nelspruit. § The Witbank sub-region is composed of Witbank regional office and 7 district offices, namely: Evander, Groblersdal, Middelburg, Bethal, Ermelo, Piet Retief, Kwa -Mhlanga. The sub-region has one MPCC which is operational at Samekomst, another MPCC to be launched soon in Thandulwazi in Leandra. The Witbank subregion also is in charge of border posts west of Swaziland, namely Nerston, Emahlathini, Bothashoop, and Mahamba. § Relocation of Offices: § During 2004 District Offices Eerstehoek and Komatipoort relocated to new buildings and Ermelo and Evander will be relocating during this year. § Painting of the Offices: § RIXAKA RO TINIKETELA (The National Volunteer Campaign) § The Volunteer Campaign was launched in Mpumalanga on 16 June 2004 at the Malelane Service Point. § The following offices were painted as part of the campaign with the assistance of the community: Malelane Evander Bethal Standerton Hazyview § District Offices Eerstehoek and Komatipoort were also painted in the Corporate Colours as part of their new lease agreements. § District Office: Piet Retief is currently being painted.

§ Seven (7) Hospitals were computerised as part of the online birth and death registration campaign. § Instructions were given to all Regional and District Offices to arrange with community leaders to visit Service Points during weekends, however the response is very poor. With the assistance of the two local radio stations, viz Ligwala and Ikwe. Kwezi FM, we periodically request that people come and collect their Identity Documents. § It would be my recommendation that when we commence with the ID Campaign for Local Authorities, the issue of free photographs be allowed for first applicants only, since it is suspected that the reason why there are so many uncollected documents is due to the fact that people do posses Identity documents but that they could have applied again since there were free photographs

RELATIONS FROM COMMUNITY STRUCTURES § The Department of Home Affairs is felt in Mpumalanga from the Provincial Government to the various communities. The Department is continuously invited to participate in various Clusters and activities in the Province. § The Provincial Government has also a sympathetic ear to the Department. During the general elections, when I presented the position of the Department, Provincial Premier invited al the Municipalities to listen to my presentation. The Municipalities agreed to assist the Department and committees where established with our various offices. Itineraries were drawn up and municipal vehicles as well as personnel were sent out to help with the ID Campaign. The Provincial Government even pledged R 1. 5 million, which assisted with the issuance of free ID photos. § There is very good co-operation with the Amakhosi throughout the Province. There is also very good co-operation with the House of Traditional Leaders. All the Amakhosi are prepared to share space for the operations of the Department. § The Department of Home Affairs is available to members of the community. We are involved with information campaigns arranged by the various Departments in the Province, paralegal workshops etc. The Provincial Manager with the help of the local radio stations and TV is continuously addressing members of the community regarding the functions of the Department. The telephone number of the direct line of the Provincial Manager as well as his cell phone number was given to members of the community – at first it was difficult but the calls have subsided. § Being involved with IMCO and OPCO, the Department is in good working relations with all structures at the various Ports of Entries, as well as our counter parts in the neighboring countries, viz: Mozambique and Swaziland. We have quarterly meetings with our counter parts and we are also standing members of the Tri-Lateral Security and Crime prevention committee – organised jointly by the Security Structures in Mozambique, Swaziland South Africa.
