Growth and change in the LSC must occur in a way that does not overburden the surrounding communities. This Plan’s explicit staging recommendations are essential to preserving the quality of life that residents enjoy. Infrastructure—particularly transit—must be provided before significant amounts of development can be built. Staging development ensures that growth will be managed and timed with the delivery of the infrastructure necessary to. WHAT WE KNOW: TRANSPORTATION • Maryland Transit Authority does not intend to do more on the CCT, and have turned over the CCT to the County for implementation • Corridor Forward is evaluating potential transit projects that serve communities along the I-270 Corridor, including the CCT • Corridor Forward will produce a prioritized list of transit projects and may recommend a change to the CCT or identify higher priority transit projects for communities along the I-270 corridor. • MCDOT is exploring short-term transit solutions to improve transit connections between the LSC, Universities, Metrorail and MARC Great Seneca Science Corridor Minor Master Plan Amendment Montgomery Planning 9/23/2020 8

WHAT WE KNOW: TRENDS & DEVELOPMENT • Development applications submitted since the Plan approval

WHAT WE KNOW: TRENDS & DEVELOPMENT • Development applications submitted since the Plan approval are not delivering the building forms, residential or employment densities envisioned in the Plan, which affects the activity levels as well as traffic. • Economic growth in the County is down, but there is a demand for development in the biohealth and life sciences industry - especially with the COVID-19 pandemic. • The pandemic has also introduced telework as a viable option, which may have long-term effects on travel / traffic patterns. • Johns Hopkins University-Belward Farm site remains undeveloped Great Seneca Science Corridor Minor Master Plan Amendment Montgomery Planning 9/23/2020 9
