Discussion of Board of Education’s FY 2017 Operating Budget Interests • For the past four years, the Board of Education has developed operating budget interests that have provided valuable guidance in the formulation of the annual MCPS Operating Budget. • These annual operating budget interests (1) inform our budget development, (2) enhance budget transparency, and (3) lead to a richer discussion of the operating budget throughout the year. • At its July 14, 2015, meeting, the Board discussed its operating budget interests for FY 2017. At the conclusion of the discussion, the Board agreed that the Strategic Planning Committee should continue to refine the operating budget interests at its next meeting before the interests are adopted by the Board at its September 21, 2015, meeting. Draft FY 2017 Operating Budget Interests 1. Meet the needs of each individual child, including their health and social and emotional wellbeing, ensuring no child “falls through the cracks. ” 2. Provide a strong start for all students before kindergarten and provide support for students who enroll in MCPS after kindergarten and are not performing on grade level to help them catch up. 3. Continue to reduce variability of performance outcome data, and differentiate the allocation of resources based on school need so that outcomes are not predictable by race ethnicity, or socioeconomic status. Focus attention to improve teaching and learning in secondary schools, in particular middle schools, with special emphasis on mathematics and to facilitate implementation of the Maryland College and Career-Ready Standards. 6. Recruit and retain staff who are reflective of our student population, and support them to create the conditions that support schools and students. 9.
