Chapter 31: Foreign, security and defence policy MONTENEGRO AND REGIONAL COOPERATION Ø Strenghtening of regional cooperation is one of the main foreign policy priorities of Montenegro and one of the precondition for successful accession of Montenegro to EU and NATO. Ø Montenegro has established and is continuously improving regional cooperation as its constructive contribution to regional stability and as a best recommendation for Montenegro to achieve progress in EU and NATO integration. Ø It is a lasting priority of Montenegro to develop close ties and establish intensive political dialogue with all countries of the Region. Ø Taking an active role in regional initiatives contributes to strenghtening of Montenegro’s position at the European map, through continuous improvement of constructive regional dialogue and promotion of common values based on European principles and standards. Ø Through successful chairing adequate international promotion of Montenegro is also being carried out and its administrative, technical and logistic capacities are being built. Ø Montenegro shown its reddiness to bi an active player and initiator of various regional activities thus further strenghtening its role and recognisability in the Region and beyond. ØMontenegro has a partner status for intersectoral dialogue in Organization of Black Sea Economic Cooperation (BSEC). ØMontenegro joined EU Strategy for Danube Region and takes an active part in its implementation. Ø Montenegro joined EU Strategy for Adriatic-Ionian Region and regularly participates at meetings of EU Maritime Strategy. Chapter 31: Foreign, security and defence policy RESULTS OF CHAIRMANSHIP CEI, SEECP, JII AND A 5 ØOrganization of 63 meetings (CEI: 21 meetings, AII 13 meetings, SEECP 23 meetings and A 5 5 meetings) ØHigh political participation level of heads of states/governments and ministers and final meetings, often for the first time in initiatives’ history, is viewed as an confirmation of regional cooperation and revitalisation of work of several initiatives, as well as an sign of respect towards Montenegrin position and recognizability of its work concerning regional and international cooperation. ØMontenegro has shown flexibility, openness and initiativeness through its chairmanships, and proved itself to be a good negotiator and conciliator concerning most sensitive matters, especially when taking into account that aforementioned initiatives feature various forms of membership and attitudes. ØAdoption of strategic and political documents concerning most important areas of mutual cooperation show that Montenegro keeps regional priority high on the list as well as involvement and readiness of Montenegro to concrete cooperation and improvement of overall regional dialogue. Chapter 31: Foreign, security and defence policy RESULTS OF CHAIRMANSHIP CEI, SEECP AND A 5 ØUnder auspices of CEI, Montenegro initiated and has been committed to preparation, adoption and implementation of the most important strategic document of the Initiative called Budva Recommendations for CEI Strenghtening, which made significant changes in political, structural and project dimension of work, as well as strenghtened functional line of cooperation with the EU. ØUnder auspices of AII Montenegro has worked on establishment and strenghtening of communication between Adriatic and Ionian countries and the EU, especially through initiation and work on preparation of EU Strategy for Adriatic and Ionian Region, which is a key mechanism for adoption of european values and progress in EU Integration. Montenegro, for the first time in the history of the Initiative, organized a meeting of the Council of Ministers of JJI with the European Commission in Bruxelles, May 23 rd 2011. Chapter 31: Foreign, security and defence policy RESULTS OF CHAIRMANSHIP CEI, SEECP AND A 5 ØUnder auspices of SEECP numerous significant strategic and political documents were adopted (SEECP Declaration, Annual Report of the Secretary General on SEE Regional Cooperation, Joint Statement of the Ministers of Defence, Budva Declaration on Strenghtening Regional Cooperation and Coordination in Fight Against Organized Crime in SEE, Joint Declaration of the Ministers of Justice and Internal Affairs for the Period 2012 -2013, followed by Action Plan, Declaration on Strenghtening of Regional Cooperation in Promoting Energy in the Context of Sustainable Development and Green Economy in SEE) ØUnder auspices of US-Adriatic Charter A 5, January – June 2011, numerous meetings and seminars were organized, at both political and military levels. Main realized activity was sending of joint regional team to Afghanistan, under auspices of ISAF, to support NATO training mission. Slovenia also joined A 5 which provided the Initiative with a full regional participation and cooperation.
