C The current rains devastated mainly Districts, Tharparkar, Badin, Shaheed Benazirabad, Mirpurkhas, Tando Mohammad Khan, Tando Allahyar, Badin, Khairpur & generally other Districts of Sindh. C Flushing of Rain water into Drainage System beyond it’s capacity (LBOD more than 18000 against designed discharge of 4000 cusecs). 1

C Thirty Two (32) breaches occurred along tail minors of various canals in Sindh. Breaches closed immediately. C Many sub drains are either entirely sub-merged or breached. Breaches closed wherever, sites are accessible. C Accumulation of rain water in cities/towns and other areas of various districts due to non-existence of suitable drainages/ escapages infrastructure. 2

C Adequate machinery and labour has been deployed along entire Drainage system and F. P Bund being concern areas. C Section-144 is imposed by concerned District Administrations to not allow any unauthorized cut in main canals and drains by locals. 13

ALERT issued to Armed Forces-28 th August 2011 • On the directions of the Competent Authority, the Armed Forces were requested to place the units (regular as well as Medical and Engineering Corps) on alert, for their movement/dispatch, if required, within the shortest possible notice of two hours in case of any untoward situation for search and rescue/relief operations and to provide air cover if needed. • Army and Navy presently started support in Badin and Shaheed Benazirabad • Army & Navy has been requested to deploy additional troops and resources in light of severe threat of LBOD 48

Challenges • 300, 000 (plus) displaced population currently accounted for in camps and expected to reach 1. 5 – 2 Million as all displaced population is currently not accounted for • As compare to reverine floods, rain emergency water will remain in flood affected areas for 6 months • Once population start to return, expected in 2 -3 months would require large mobilization temporary shelter for population returning in addition to current tent needs • Water borne diseases along with Malaria and Dengue would be next challenges after spell of Monsoon is over

Urgent requirement to identify 40 camp sites to establish planned camps with 4 life saving sector response in camps • Improve and proactive coordination with International Partner: Better coordination with UN establishing coordination offices at PDMA office • Engage Civil Society in hard to reach areas: Engaging RSPNS and key civil society to deliver Govt relief in hard to reach areas • Scale up Armed forces rescue and helicopter operations: Link WFP and Pakistan Armed forces helicopters for food delivery to population stuck in affected villages and encourage evacuation for women and children • Logistics support: Mobilize Govt, Armed Forces and UN logistics support by establishing warehouse , relief logistics and if required mobilize more helicopters • Current information management unit being reinforced: PDMA and UN has personnel dedicated to information management. This initiative should be reinforced with mapping, relief distribution reporting of Govt, Armed Forces, UN, NGOs • Independent UN Assessment : 44 NGOs along with UN agencies conducted detailed assessment of affected villages and camps. Results are awaited today
