North Middle Sweden (NMS) • Three regions with separate regional authorities and strategies • Extensive cooperation in regional development, including cohesion policy Basic information: • 69 148 km² • Population: 852 201 • Population density: 9, 59 /km² • GDP/capita (PPS): € 28 800 (99% of EU avg. ) • Strong- Innovator in Regional Innovation Scoreboard 2019 • Largest cities: Gävle, Karlstad, Falun NMS is almost the size of Belgium and the Netherlands, with a population smaller than Brussels.

Why interregional monitoring of RIS 3? • • 3 regions with similar industries, economic structures and prioritised RIS 3 areas Willingness to cooperate in all aspects of RIS 3, including monitoring Cooperation synergies and comparisons regarding monitoring Forming a joint unit of analysis will better enable the regions to reach critical mass Challenges: • 3 similar strategies BUT different goals and expected results challenging to find the right indicators • Limited resources monitoring processes cannot be too complex and “admin heavy” • Create a monitoring process that regional stakeholders find useful, inclusive and with added value

Regio • Quantitative and qualitative aspects • Involving regional development and innovation stakeholders to capture developments within S 3 areas “on the ground” The model should: • Follow up on the implementation of the strategies as close to real time as possible • Be as simple as possible to update • Use the simplest and most accessible tools possible • Include both observable and perceived added value

Lessons learnt so far. . • • • “Everything should be made as simple as possible, but not simpler” Co-creation is important Cooperation across functions within the regional authorities needed Monitoring should be integrated from the start and carried out continuously Interregional monitoring allows for comparisons and synergies across regions What we would like to learn from other regions: • Collecting the data is challenging - how is it organised in other regions? • Results beyond number of projects and funding – how are other regions monitoring structural change and effects on the regional economy?
