How to Formulate Recommendations • • • What had been done elsewhere? Use common sense What is feasible? Provide several options Look to stakeholders for creative solutions • Consider incentives such as tax breaks and a quick approval process
How to Produce Effective HIA Documents • Who is the audience? • What are the barriers for that audience? • What is the bias of the audience?
Reports for Different Audiences • A technical manual for other HIA specialists • A manuscript or article for academics • A brief summary for the public, stakeholders and the media
Forms of Reporting • • • Formal comprehensive report of HIA Comment letter on a plan or project Testimony at a public hearing Presentations to stakeholders Posting reports on a website for wide distribution Integrated into EIA findings
What to Include? • Questions addressed by HIA • Existing conditions • Applicable federal, state, local goals, objectives, standards and regulations • Potential impacts • Research methods • Mitigation strategies • Priority list of recommendations
Involving the Community • Present preliminary findings to community residents and stakeholders • Work with community stakeholders to interpret findings and prioritize recommendations • Have community stakeholders present results to public officials
