The French existing system Insee and ministerial statistical Offices 80 business surveys 700 000 : sum of all the samples sizes 1 700 000 forms sent each year taking into account the periodicity of the surveys For an entreprise, to fill a questionnaire : To fill a paper form To connect to one (or more) website(s) for dematerialized forms (complex for the enterprise : several portals) Upload / download application (eg EXCEL sheets) Blaise (Dutch software) An internal java tool 3 Titre du diaporama Date
2012 : Coltrane, a new strategic project To modernise, industrialize and standardise online data collection Several sub-projects including : A real contact management, independant from the online data collection Most of all : the availability of tools and modus operandi (for the NSI and its partners) to put « easily » surveys on the web Moreover: since April 2011 all statistical surveys should be put on the web (existing tools couldn’t allow it) 4 Titre du diaporama Date
The contact management Independent from the online collection itself Linked to an authentification service One contact (one respondent in an enterprise) means a unique login (and password), for any survey Insee staff is able to: Create/delete/update a contact and its characteristics Display the list of the surveys of a given contact Assist the respondents and inform them about the coming surveys Within a few months : communication with all the contacts of a given survey (sending mails or letters) 5 Titre du diaporama Date
The portal of “customized” services A unique Internet portal presents all the surveys Including all the surveys from the NSI and ministerial statistical Offices The portal is customized for each contact. Once authentificated, he can : see all the surveys he is interested in modify his own personal characteristics (e-mail, address, password) look at the remaining surveys he still has to answer (and their deadlines) 6 Titre du diaporama Date

Tools and modus operandi to put a survey on the web « Axiom » : if several collection modes exist, the questionnaires should be generated from the same metadata flow A very innovative process ! the questionnaires are modelized from a DDI description, a real strong standard for questionnaire description the form is generated with a questionnaire generator engine (which generates a new format : webform) Advantages : DDI offers a precise modelisation, an open standard, serialised in xml Add of dynamic controls (consistency, controls on format) Very modular 9 Titre du diaporama Date
