Questions to be answered for Mock Exam 2015: 1. In the award of production licenses on the Norwegian continental shelf, the government wants to take into account that one of the applicant companies has a controversial engagement in a petroleum project in an African country, where accusations have been made in the media and from different human rights organizations of grave violations of human rights. The company denies that there is any truth in the accusations. The accusations does not relate directly to the applicant company, but to a fully owned subsidiary in the same company group. Is this a relevant consideration that the government can take into account in the selection of licensees under the Petroleum Act § 3 -3? Give reasons for the answer. 2. Give an account of how the state’s direct participation in Norwegian petroleum activities is organized, and what purpose direct state participation serves. The state’s ownership in Statoil shall not be dealt with. Both questions shall be answered.
