Activity In late 2016 the Broadband Advisory Task Force issued an RFP for a Citywide Fiber Optic Network Feasibility Study. Goal Examine options for a fiber network including costs, market analysis and development plan. Result City formed a partnership with Wave Broadband where Wave will use existing City of Davis conduit to build a fiber ring, manage the fiber assets, provide critical services to the City of Davis and serve as a backbone for other potential service providers. Case Studies Located in eastern Idaho with a population of 56, 800 County seat of Bonneville County and is the commercial, cultural and healthcare hub of eastern Idaho, Western Wyoming and Montana. Electric utility already owned and operated a wholesale fiber network and leased dark fiber to regional operators. The existing fiber operation was profitable. Activity In August 2018 the City of Idaho Falls issued an RFQ for a Municipal FTTH Network. Goal Design and Engineer a FTTH Pilot Project for approximately 1, 500 customers. Result The Feasibility Study provided promising results for a FTTH network. The citizens of Idaho Falls were not excited about a municipal bond to pay for a single large project. The electric utility will build out the network over a period of 5 -7 years and have completed a pilot project area as a proof of concept for construction. Case Studies Nobles County is located in southwestern MN County land mass is 723 square miles, population 21, 300, Worthington is the largest city with 12, 764 population. Activity In 2016 the Finley Engineering/CCG Consulting completed a Broadband Feasibility Study for Nobles County. Goal Examine options for deploying broadband in unserved/underserved parts of the County in order to find a service provider to fill the broadband gap. Result Nobles County was able to attract a provider, Lismore Cooperative Telephone, who applied for a $2. 94 million dollar State of Minnesota DEED Grant to assist in deployment of a hybrid fiber/fixed wireless network across the county.
