D BAA • SBIR has 4, STTR has 1 -2 Phase II cycles per year • Research topics come from Army labs, centers, and program offices • BAAs include topic listings and proposal format and submission instructions. SBIR STTR Phase I 6 Months $111, 500 max 6 Months $166, 500 max Phase I (Option) 4 Months(government’s discretion) $56, 000 max, to fund Interim Phase II efforts No Option Phase II 2 Years $1, 100, 000 max Phase III Unlimited time; non-SBIR or STTR funding SBC Eligibility Collaboration with a Research Institution (RI) (no size limit on the RI) Principal Investigator (PI) Work Performance Breakdown Work Location U. S. for-profit business of 500 or fewer employees Optional -- RI may work under subcontract Required -- formal agreement between firm and a university, FFRDC, or non-profit RI; SBC must manage and control the contract PI must spend >50% time employed by firm PI may be at the SBC or RI SBC effort: Phase I = min of 2/3 Phase II = min 1/2 Phase I & II effort: SBC = min. of 40% RI = min. of 30% Work must be performed in the U. UNCLASSIFIED//FOR OFFICIAL USE ONLY New Army Initiatives • SPARTN • A pilot effort, underway now, to offer larger contract awards and encourage government and commercial investment along the way. • Pilot topic is “Fire Faster”- an artillery systems-focused search for technologies that enable the Long Range Precision Fires modernization priority • Direct to Phase II Projects • The Army recently began to offer Direct to Phase II SBIR awards for selected topic areas.
