INTERMODALITY Growth is not synonymous with development. It is obvious. But, the same goes for personal welfare. Individual choices while maximizing personal welfare, may not maximize social welfare. (negative externalities of Road Transport) Different modes of transport use different forms of energy with varying efficiency and intensity and consequential environmental damage. Poorer countries have low social preference for environmental effects like noise pollution.
