ROMANIAN FORESTS Ø Total forest area : 6. 5 million ha (27% of the total country area); Ø Geographical forest distribution: • 66 % in mountain areas (31 % of the Romanian territory) ; • 24 % in hilly regions (36 % of the Romanian territory) • 10 % in the plains; (33 % of the Romanian territory) Ø Forest composition: • 30 % conifers (Norway spruce, Silver fir , Scots pine, larch, Douglas fir); • 31 % beech; • 18 % oaks; • 16 % various hard broadleaves ( hornbeam, black locust, ash, maple, cherry tree etc. ); • 5 % various soft broad leaves (lime tree, poplars, willows).

All the forest owners are obliged to have a forest management plan and a contract forest services with an authorized structure (forest district)

NATIONAL FOREST STRATEGY GENERAL OBJECTIVE Sustainable development of the forestry sector, in order to increase the quality of life and assuring the actual and future needs of society. Specific objectives : 1. Develop the institutional and regulatory activity in the forestry sector; 2. Sustainable management and development of forest resources; 3. Forest planning; 4. Superior capitalization of forest products; 5. Developing intersectorial dialogue and strategic communication in forestry; 6. Development of scientific research and forestry education. At this moment the strategy is under revision, for implementing elements from the new EU Forest Strategy COM(2013) 659 Works ongoing

To keep records of - properties - forest districts - wood related economic agents To cross check conformity between - evaluated and transported wood - dispatched logs and inputs in log yards - inputs in log yards and outputs To generate administration documents - APV – s (timber evaluation) - authorizations - end of harvesting works To launch warnings for - incongruities which exceeds the allowance - appearance of illegal transport documents To realize wood statistics for harvesting and processing - up to date data (monthly) - real base for strategic decisions Timber unregistered in the SUMAL system - feedback for taken decisions is by definition illegal.

EUTR IN ROMANIA Ø REGULATION (EU) No 995/2010 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 20 October 2010 laying down the obligations of operators who place timber and timber products on the market Ø COMMISSION DELEGATED REGULATION (EU) No 363/2012 of 23 February 2012 on the procedural rules for the recognition and withdrawal of recognition of monitoring organizations as provided for in Regulation (EU) No 995/2010 of the European Parliament and of the Council laying down the obligations of operators who place timber and timber products on the market Ø COMMISSION IMPLEMENTING REGULATION (EU) No 607/2012 of 6 July 2012 on the detailed rules concerning the due diligence system and the frequency and nature of the checks on monitoring organizations as provided for in Regulation (EU) No 995/2010 of the European Parliament and of the Council laying down the obligations of operators who place timber and timber products on the market Ø GD 668/2011 - establishing the Competent Authorities – Directorate for management of forest resources (4401, 4403, 4406 , 4407) and National Environment Guard –(44084412, 4413 00 00, 4414 00, 4415, 4416 00 00, 4418, 9403 30, 9403 40, 9403 50 00, 9403 60, 9403 90 30, 9406 00 20)

EUTR IN ROMANIA Ø Operators shall exercise due diligence when placing timber or timber products on the market. They shall use a framework of procedures and measures. Each operator shall maintain and regularly evaluate the due diligence system which it uses, except where the operator makes use of a due diligence system established by a monitoring organization. Developing their own DDS Contract with a monitoring organization (Only four recognized at this moment) Ø Traders shall keep the information referred to whom they have supplied timber and timber products for at least five years and shall provide that information to competent authorities if they so request. Implementation in Romanian legislation of detailed rules for EUTR expected this June.

EU and FLEG(T) Implementation Voluntary partnership agreements (VPAs) A Voluntary Partnership Agreement (VPA) is a legally binding trade agreement between the European Union and a timber producing country outside the EU. The purpose of a VPA is to en sure that timber and timber products exported to the EU come from legal sources. The agreements also help timber exporting countries stop illegal logging by improving regulation and governance of the forest sector. • • What do partner countries have to do? Define legality including all relevant stakeholders Develop a credible licencing scheme for legal timber exports Develop applicable, consistent, Sustainable Forest Management supportive forest law What do partner countries get out of it? Improved access to EU markets Priority for EU Development Assistance for FLEGT related measures Foundation framework for tracking and verification schemes from sustainably certified forests The EU Timber Regulation and VPAs work together to combat illegal logging and improve forest governance. They are part of the EU's FLEGT Action Plan. (six VPAs signed, ten in negotiations)

A strong National Forest Strategy adapted to the realities of each country, elaborated in a participative process. A realistic National Forest Programme for implementing the priorities decided. Political commitment and means of implementation. Monitoring and evaluation of the measures implemented. Adapting the implementation to the reality. Taking into account the criteria&indicators for SFM as established under MCPFE (Forest Europe) For the policies makers a question remains : are we taking the good decision ?
