Adopt and apply a policy that institutionalizes a commitment to gender equality in operations and programs. Ideally a gender policy sets guiding principles for mainstreaming gender equality objectives and accountability measures throughout an organization’s operations and programs.

Develop and track specific indicators to measure progress toward gender equality.
Perform risk assessments and develop corresponding mitigation and response strategies.
