Millennium Villages
Background & Justification • Millennium Village Program in Mozambique was initiated in 2007 • Chibuto (Gaza) was the first MV to be launched, followed by Lumbo (Nampula, w/ PT funding) • Three more villages are being added with Japanese funding (Lionde, Malua and Intoculo)
Problem to be Addressed • Poverty: chronic hunger, disease (malaria, HIV/AIDS, tuberculosis) , income poverty, and poor access to clean water, health care, education, essential medicines, electricity, sanitation, communication; • limited access to market, capital, inputs and services including the availability of quality seeds and planting material; poor storage and distribution capacities for fertilizers and other agricultural inputs; limited access to land security; limited access to credit
Link to National Strategies • MVs are being set within principle of MDG -based planning …. • …and link to National Strategies: with PARPA II (2006 -2010 ) providing a building block • … and linking to existing decentralized planning tools to ensure sustainability and sectoral anchorage of project interventions
Project Strategy • The MV project is a JP implemented in close partnership with the following agencies; – WHO: interventions on HIV/AIDS, Malaria and nutrition activities – UNESCO: educational packages and rehabilitation of school facilities and provision of learning materials Community Multi-Media Centers, ICT, and cultural activities – UNFPA: HIV/AIDS initiatives gender equality and women empowerment; and maternal health improvement
Sustainability • The MV project is being implemented within the framework of national programme for Mozambique’s MVs • This is NEX, which makes it quite different from other MVs in the region. This is not DEX by NY • There is a strong emphasis on sustainability through linkages with district planning and budgeting and knowledge management
Specific Objectives include: • Eliminate hunger and malnutrition in the communities; • Improve livelihoods of women and increase their incomes • Ensure full primary school attendance for both boys and girls and eliminate gender disparity, including rehabilitation of infrastructure • Improve access to medical services
Specific Objectives (cont. ) • Decrease the rate of infection of HIV/AIDS, malaria, tuberculosis and other major diseases • Increase access to energy, clean air, water and sanitation for households, schools and medical services • Eliminate the digital divide by making available the benefits of communication technologies, especially access to Internet and mobile telephones services
Outputs being observed • People are beginning to think that they are in control of their lives • based on the use of scientific, technological and socio-cultural knowledge people are dressing problems of: hunger and malnutrition; extreme poverty; limited access to primary school and gender disparity; poor access to medical services
Chibuto MV as an example • Original name of MV is Samora Machel which has about 13, 000 populations. • MV has no water distribution system, but there are 10 wells around the village. • MV has connected electricity grid in December 2007, however it utilizes only for public purposes.
Chibuto MV has Pilot Farm • The Pilot Farm It has about 10 ha area. • It is owned by agricultural association of MV. • The association has more about 300 ha for farming. However, they can’t use the remaining farm area due to the limitation of water • They plant mainly maize and vegetables in Pilot Farm. Some variety of rice is now trial phase
Farm Characteristics • Pilot Farm use spring water from underground. The water is available in a small scale canal in all season. However, water capacity is able to cover only 10 ha. • There are two pumps in Pilot Farm. One is diesel type and another is man-power. • There are two rivers, however it is difficult to use irrigation because water flow is very limited and furthere is no water in dry season in the closest river (Changane) • There were two irrigation systems from Limpopo to MV. Older one is pump-up and canal style. The canal was damaged by flood. Newly one is pump-up and underground pipe style. It was also damage by flood in year 2000. They said, even pump has damaged, underground pipes are still available. • Introduction of Solar energy and rehabilitation of the irrigation system will change people's lives completely
