Best Practices Ø Supplementary nutritive items/ foods (“Sampriti Bhojan”) like sweet, fruits, snacks and biscuits etc. are given to children in addition to MDM with voluntary support from the community. Ø Dissemination of information related to MDMS to all schools and offices through wall posters, hoardings and calendars: Weekly Suggested Menu, AMS toll free no. , School Nutrition Garden, Sampriti Bhojan, Food Safety & Hygiene. Ø Guidelines on food safety and hygiene for kitchens under MDMS have been translated into local languages and distributed to the schools. Ø School Nutrition Garden (Kitchen Gardens) have been setup in 22154 schools and in progress in 11550 schools. Ø Group hand-washing facilities have been installed in 5025 schools. Issues • State has not yet surrendered the funds pertaining to 5122 units of kitchen-cum-stores sanctioned @Rs. 60, 000/- per unit and also not submitted the revised proposal. • Proposal for repair of kitchen-cum-stores and procurement of kitchen devices approved by PAB-MDM during 2019 -20 not submitted by State. • Less utilization of funds for Transportation Assistance (58%) and MME (62%) against allocation upto 3 rd quarter. • Less number of schools (54%) reporting data under Automated Monitoring System (AMS). • FCI dues amounting to 1850 lakhs pending for FY 2019 -20 and Rs. 8 lakhs for 2018 -19 as per FCI statement of March 2020. • Only 56% children screened under Rashtriya Bal Swasthya Karyakram. • Social Audit not conducted by the State. Testing of food samples • MHRD issued guidelines to ensure quality, safety and hygiene under MDMS in 2015 – Testing of meals by NABL accredited laboratories. – Mandatory tasting of the meal by 2 -3 adults including at least one teacher. • MDM Rules 2015 mandates collection of samples once a month from randomly selected schools or centralized kitchens for testing. • Testing may also be done through FSSAI accredited laboratories. Social Audit Ø Social Audit is collective monitoring of a scheme by people’s active involvement. Ø It covers the issues of equity and equality along with expenditure in programme implementation. Ø The Social Audit Units (SAU) under MNREGS, may be actively involved in conducting Social Audit of MDM in all districts. Key Features and Benefits: v It informs and educates people about their rights and entitlements. v It provides a collective platform for people to ask queries, express their needs and grievances. v It promotes people's participation in all stages of implementation of programme. v It brings about transparency and accountability in Govt. schemes. v It strengthens decentralised governance. Ø State has not conducted Social Audit in any of the 33 districts in 15 2019 -20.
