Part-I Review of Implementation of MDMS in TRIPURA (Primary + Upper Primary) (1. 4. 17 to 31. 03. 18) Ministry of HRD, Govt. of India
Best Practices v State is providing additional share in two components i. e. Honorarium: Rs. 500/- per Cook & in Cooking cost : Rs. 0. 09 per child (Primary level) from its own resources v E-Transfer of funds upto schools and Payment of honorarium to all cooks through bank account. v MDM Rules 2015 translated into two local languages i. e Bengali & Kokborak for effective implementation. v Tripura is the only state in the country to construct 250 dining halls in the school premises from its State resources v Provision of eggs twice a week v Kitchen Gardens are in 471 school for providing pesticide free vegetables for Mid Day Meal. v Group hand washing facilities installed in 1313 schools v Elementary Education provides nail cutters to the students.
Issues § 3 Months Delay in Release of Balance of 1 st instalment 2017 -18. § Low coverage of children against enrolment i. e. 71% in Upper Primary level. (below the National Average of 76%) § Only 33% children screened under health Check up § Use of firewood as mode of cooking in 74% schools. § Only one sample of Cooked food sent to the lab for testing and the report is still awaited during 2017 -18. § Only 47% schools reported daily beneficiary data in the month of March 2018.
Innovations etc. § It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. § Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive. § Community participation. § Meetings of District committee headed by Dist. Elements of Ayushman Bharat School Health Promotion Activities • Age appropriate learning for promotion of healthy behavior and prevention of various diseases • Delivered through school teachers trained as Health Ambassadors in coordination with health department staff. Health Screening • Screening of children 30 identified health conditions for early detection, free treatment and management through dedicated RBSK mobile health teams • Identification of malnourished anemic children and appropriate referrals to PHCs and hospitals. The periodicity of such checkups may be increased. Provision of Services • Iron Folic Acid (IFA) tablets, Albendazole administration will be provided by teachers through WIFS and National Deworming Day (NDD) programme respectively. • Provision of Sanitary Napkins. • Age appropriate vaccination. • Availability of potable drinking water • Yoga and Meditation Electronic Health Records • Electronic health record for each child Upgrading skills of emergency care • Training on basic first aid for the teachers 21
