Top Five Key Elements 1. Explain how microgrids can improve the electric system resiliency of the end customer installing the microgrid and impact the overall resiliency of the California Electric Grid. 2. Explain the role microgrids can play in helping California meet future energy policy goals. 3. Explain the challenges and issues that must be addressed for third-party owned and operated microgrids needed for successful commercialization in California. 4. Explain how microgrids can improve the system reliability of the end customer installing the microgrid and impact the overall reliability of the California Electric Grid. 5. Explain the importance of microgrids providing the owner/operator multiple revenue streams. 5
Top Five Key Action Items 1. Clarify the microgrid participation rules and requirements to provide multiple revenue streams. Where possible, leverage the rules and requirements being developed for energy storage industry or other DER systems. 2. Develop methods to reduce cost barriers for microgrid participation in grid services requiring special metering and telemetry equipment. 3. Develop methods to reduce cost barriers for microgrid interconnection requirements. 4. Enact the state approved rules under which microgrids can participate in wholesale and retail markets. 5. Develop state level strategies to open wholesale and retail markets to microgrids that will support California’s future energy policy goals.
