Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service • Contract BW 9808 -0/22 commenced on December 8, 2014; • Term of the contract is 8 years; • Contract amount: $107, 512, 926; • DTPW currently requires over 660, 000 annual hours of armed security officer services; and • Services are comprised of both stationary officers and roving officers throughout the system.
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service DTPW-CONTRACTED SECURITY One of the primary functions of the Office of Safety and Security is the oversight of BW 9808 -0/22, Security Guard Services for DTPW-contracted security officers have numerous critical responsibilities, including the following: • • Protect DTPW assets and equipment; Proactively deter criminal activity and reactively address any criminal activity; Be alert for any suspicious activity or suspicious items; Ensure their respective area of responsibility is free from any safety hazards; Assist patrons with fare machines and fare gates; Assist patrons with route planning; Monitor and request repair, when applicable, for any escalators and elevators within the officer’s area of responsibility; and Ensure the security of the revenue collection operation and Treasury Service employees.
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service DTPW requires considerable experience to ensure that the security officers assigned to its system are of the highest caliber: Contract BW 9808 -0/22 requires the following security officer experience: • Security officer shall be a United States Citizens or permanent resident alien [proof required]; • be 19 years of age – minimum; • Proficient in the English language; • Successfully complete a psychological evaluation and a series of physiological exams; • Pass a FDLE and NCIC background check; • Have valid, State of Florida issued D (security officer), G (permission to carry a weapon) and Driver’s licenses; • Possess a 12 -gauge pump action shotgun waiver;
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service DTPW requires considerable experience to ensure that the security officers assigned to its system are of the highest caliber: Contract BW 9808 -0/22 requires the following security officer experience (continued): • Have a MINIMUM 3 years of experience as: o Full-time sworn civilian police officer OR o military police officer OR o career military OR o correctional officer [with powers of arrest] OR o armed security officer. On November 1, 2016, the Miami-Dade County Board of County Commission passed a resolution that would allow the County to negotiate with its security vendors to allow police academy graduates to also be considered as candidates for as security officers.
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service Contract BW 9808 -0/22 also requires considerable training by the vendor to ensure that all contracted security staff are able to provide the utmost in professional security and customer service to our patrons and the general public: • Employee Orientation (8 hours) • Site Orientation (24 hours) • DTPW Safety (8 hours) • Additional Basic Instructional Training (basic preparedness, customer service, first aid, image, shift work adjustment, legalities, professional communication, physical/environmental security, interpersonal relations, tourist assistance, specialized topics (40 hours); • Firearms and Weapons Training (no less than 28 hours); • Specialized training for project manager, supervisors, and dispatchers; • On-line Instruction/Special Topics/Personnel Development

Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service The security program at DTPW is predicated on a proactive security methodology to mitigate acts of crime and maintain a safe and secure system. DTPW employs the following methods to ensure the systemic integrity of its security program: • Monthly meetings with the security vendor to discuss progress and trends; • Analysis of crime data in relation to ridership and DTPW system boardings and comparing this relationship to prior periods in an effort to identify trends and develop strategies for enforcement and mitigation or elimination; • Perform analysis of post inspection reports to ensure that the vendor conforms to established contractual criteria; • A 100% review of invoices to ensure there are no billing discrepancies.

Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service ENHANCED SECURITY In an effort to ensure the continued and enhanced safety of transit riders, DTPW has: • Between Dec. 2015 and Jan. 2016, DTPW added over 100, 000 annual hours of armed security to the system • The additional armed security presence consisted of more security officers: • Positioned at select Metrorail Stations • Performing random patrols on Metrorail, Metromover and Metrobus vehicles as well as facilities
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service DTPW’S CONTINUED COMMITMENT TO SECURITY • On July 1, 2016, the previous vendor, 50 State Security Services, Inc. , was purchased by internationally recognized, U. S. Security Associates, Inc. ; • U. S. Security Associates, Inc. , has over 160 international branches, over 50, 000 employees, and provides a wide range of security related services in multiple industries; • The transition of corporate organizations was a seamless one for DTPW; • Security management and staff assigned to the DTPW contract saw very little disruption (material changes consisted of uniform related changes and other minor modifications);

SECURITY ASSOCIATES, INC. – A CONTINUNING COMMITMENT TO SECURITY EXCELLENCE • To minimize the disruption to DTPW’s security operation, U. S. Security Associates, Inc. , made the decision to retain the daily operational management team, which has dedicated its efforts to ensuring the continued excellence of the DTPW security program: • Fred Taylor, Project Manager and the former, highly-regarded Director of the MDPD, was retained to ensure a seamless transition and continued dedication to security excellence at DTPW
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service ENHANCED SECURITY Upgrade of the CCTV system Allocations from the Federal Transportation Administration (FTA) Formula Grant funds have allowed DTPW to continue to upgrade its current Closed-Circuit Television (CCTV) system to state-of-the-art, high definition cameras, which provide coverage throughout the system. When completed, DTPW will have the ability to view the system through nearly 1, 400 cameras.
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service ENHANCED SECURITY DTPW Transit Watch App In April 2016, the Department launched the DTPW Transit Watch app. The application provides information in realtime enabling riders to report security incidents anonymously, without having to actually communicate the information out loud. Riders still have the option of calling the Transit Watch hotline (305) 375 -2700 to report an incident.
Miami-Dade Department of Transportation and Public Works Clean, safe, reliable and convenient service National Recognition In April 2016, the U. S. Transportation Security Administration (TSA) commended the Department for achieving the TSA's highest rating for transit security. The TSA awarded its "Gold Standard" to DTPW for achieving a high rating on the Administration's 2015 Baseline Assessments for Security Enhancement (BASE) and for building a strong security program.
