Management Information System (MIS) n A web enabled MIS www. nrega. nic. in has been developed. This makes data transparent and available in the public domain to be equally accessed by all. The village level household data base has internal checks for ensuring consistency and conformity to normative processes. n It includes separate pages for approximately 2. 5 lakh Gram Panchayats, 6465 Blocks, 619 Districts and 34 States & UTs. The portal places complete transaction level data in public domain for example - Job cards, Demand for work and Muster rolls which is attendance cum payment sheet for worker. 2

Management Information System (MIS) Since the MIS places all critical data on the web and this data is software engineered, it has significant advantages in terms of transparency as it allows cross verification of records and generation of reports on any parameter of the Act. Various stake holders of the project are: Citizen q Gram Panchayats, Block Panchayats, Zilla Panchayats q Workers q Programme officers q District Programme Co-ordinators q Implementing agencies other than PRIs q State RD Departments q Ministry of Rural development and administrators in Government of India. 4

Management Information System (MIS) Vision and Objective of the Project: n NREGAsoft envisions implementing e-Governance across State, District and three tiers of Panchayati Raj Institutions. n It empowers the common man using the information technology as a facilitator. n NREGAsoft provides information to citizen in compliance with the right to information Act (RTI Act). It makes available all the documents like Muster Rolls, registration application register, job card/employment register/muster roll issue register, muster roll receipt register which are hidden from public otherwise. n Facilitate faster information exchange between the various stakeholders through the network. 5

Worker Management Module of the software captures Registration, demand forwork, work allocation and Muster rolls on which a person worked, the software has the provision of payment of wages through bank/post office as it captures the bank/post office account number , bank/post office name, branch name for a ll the person who demanded job and their account number are shown in muster toll against their name and calculate unemployment allowance, if any and also keep tracks of number of days of employment of a family. n 2. Fund Management Module captures the funds transferred from Mo. RD/States to Districts and then to Programme officers/Panchayats and expenditure incurred by various implementing agencies on labour, material and contingency. Hence it keeps track of each and every paisa spent under the scheme. 6

It facilitates online approval of projects and keeps track of time taken for approval of project. Each project is provided a unique ID and status of work is maintained in the system. n 4. Labour Budget allows planning and preparing the labour budget for each Gram Panchayat. The module is so designed that it enables each GP to upload its labour budget which gets consolidated at every level from Block upto the State Level. It captures the details of the works to be taken up in next financial year along with the estimation of the household demanding the works and the persondays. The module is so designed that it is drillable from State to the level of the Gram 7 Panchayat for better monitoring.

Staffing Position module captures name, telephone numbers etc. of all the officials, planning and implementing agencies from Gram Panchayat to Ministry of Rural Development involved in NREGA, thus strengthening communication and co-ordination among them 9. Cost Estimation Module makes detailed estimation for the works taken up under NREGA e. g. construction of Tank, Well, Sluice Gate, Earthen road, Cement concrete road etc. This module calculate quantity of work to be done and calculate the per unit rate as per Schedule of Rates (SOR) for each sub activity of a work. This further helps engineers to fill the Measurement book and calculate wage per day for a particular muster roll. 9

Panchayat Secretary / Gram Rojgar Sahayak at the Gram Panchayat level are responsible for the record maintenance and account keeping. n • Stationary like Blank Muster Roll, Cash book, Measurement Book is made available to the Gram Panchayat from the Programme Officer. Blank MR forms goes to the work site where workers mark the attendance. Engineers visit the worksite after the closure of muster roll and do the measurement and fill the Measurement Book. Panchayat secretary maintains the cash book which has details of the amount received and expenditure made on labour and material component. 15

Management Information System (MIS) n n n • Gram Panchayats where computers are available like West Bengal, Karnataka, Kerala, Himachal Pradesh, Gujarat; the data get entered into the computer which will then be sent by offline/ online mechanism to the central server at New Delhi. • The Gram Panchayats where computers are not available; the physical records move to Programme Officer office at Block Level where they get digitized and sent to by offline/ online mechanism to the central server at New Delhi. • The movement of records from Gram Panchayat to Block take place at a regular interval of 2 -3 days. 16

Management Information System (MIS) n • NREGASoft MIS developed for NREGA is a work flow based system. Data entered forany activity cross check/ freezes for the previous activity. Proper checks have been introduced to validate the data entered and stop the wrong entries. For Example: For validating the persons on the job card a loose coupling is provided with the Rural Household Survey BPL Census 2002. n Expenditure cannot be made unless the funds are available with the authority. n 17

The work can be allocated to a person for a period if he has made a demand in the same period and can appear on the Muster Roll if he/she has been allocated the work within the period of the Muster Roll and his family has not completed 100 days. The Job Cards and the Muster Roll are tightly linked that means that every entry in the Muster Roll will have corresponding entry in the Measurement Book. • Alerts have been raised to indicate the concerned areas so that corrective action can be taken for better implementation of the NREGA. 18
