The forms have been filled village wise and not survey number wise. The major concerned raised was non availability of Files and Registers for filling form 1 -5. • This shows that Indexing and Cataloguing has not been done as per the instructions in the circular. – Tahsildars have not written to all the Land Acquiring agencies to provide the copy of the final notification

To identify the restrictions on Government land. To identify Acquired and Alienated details with in a Govt land • Activities – Identification of Government Land – Parent survey number and child survey number. – Indexing and cataloguing of registers and files pertaining to land grants. – Filling of Form 1 -5 is only after cataloguing and indexing of all land grants related files and registers. – Ensure filling up of form 1 -5 is based on exhaustive efforts of searching the above files –not on RTC

No cultivable extent is mentioned and assessment has not been fixed for such numbers. • These are the survey numbers for which Form 1 -5 has to be filled. • It may not be possible to identify these numbers from the RTC because in case the entire extent is already granted then there would be no RTC where it is mentioned as Government – Sarkari – in Column 9.

Tippan book maintained village wise for each village in record room of survey section. • Assessed waste – these are government lands for which assessment has been fixed and they vest with the Government. These are to be identified from the RTC as it would look like any other private survey number in the akarbandh. • Udafe survey number – These are survey numbers which are non-contiguous to the parent survey numbers. They are created at the time of survey as they are dis-connected from the parent survey number and are indicating as still vesting with the Government. Assessment might or might not have been fixed for these numbers.

Other Government lands • Some survey numbers the entire extents are recorded in col 4, 5 (b) and 5 (c) of Akarband ( without any cultivable extent) • Some such lands are Gomal, Kere Gokatte • These lands are completely government lands • Details of these lands are to be covered in FORM 1 -5 without fail. • Other Government lands are Haddige hidida hall, Marga, Oni, Haddigehidida dari • These are the lands between two survey numbers and not part of any survey numbers. They are also not assigned any survey numbers • In case any grants have been made on the above type of land Form 1 -5 needs to be filled

Why Forms 1 -5 not to be filled only using RTC • RTC may not be there for all the claimants - In some cases RTC may not be there for a grantee. Such grants would be left out if the forms are filled based on RTC. • Where the entire extent is granted then there would be no RTC to indicate that it was a Government Land Sy. No. as the RTCs would be in the name of the grantees or subsequent buyers. • The name of the grantee cannot be identified from the RTC alone especially when multiple transactions have taken place.

What is KHARAB? Rule 21(2) of Karnataka Land Revenue Act 1964 defines Pot Kharab

What is KHARAB? Rule 21(2) of Karnataka Land Revenue Act 1964 defines Pot Kharab as follows: “During the process of classification, land included as unarable shall be treated as "Pot Kharab". Pot Kharab land may be classified as follows: a) That which is classified as unfit for agriculture at the time of survey including the farm buildings or threshing flours of the holder; b) That which is not assessed because: i. it is reserved or assigned for public purpose; ii. it is occupied by a road or recognised footpath or by a tank or stream used by persons other than the holders for irrigation, drinking or domestic purposes; iii. used as burial ground or cremation ground; iv. assigned for villager potteries. "

Information of A and B KHARAB • In the akarbandh Col. 5(a) is the

Information of A and B KHARAB • In the akarbandh Col. 5(a) is the extent of ‘A’ Kharab and Col. 5(b) is extent of ‘B’Kharab. Col. 5(c) is the total of A and B kharab. • However in the akarbandh of some of the villages the kharab extents are entered neither in 5(a) or in 5(b) but the total kharab extent is mentioned in 5(c) column. • In such cases 5(c) extent should be shown appropriately in 5(a) or 5(b) through correction process. • The ADLR should send proposal for correction to DDLR by referring to the ‘Prathi’ book to decide whether the kharab is A or B kharab. If necessary the proposal may be submitted after field visit by ADLR.

Contd… • A detailed explanation about ‘Phut Kharab’ and kinds of phut kharab is narrated in Chapter V of the Karnataka Revenue Survey Manual Vol. II (Part 2) which covers the explanation about kharab in old Mysore, Belgaum Division, Ex-Hyderabad state area, Bellary and South Kanara Districts and also in Coorg District. • For complying to the Court direction the extent of B Kharab indicated in the akarbandh against each survey number has to be listed and correction in RTC to be done wherever necessary by following due procedure.
