Allowances & Overtime Various Types of Allowances & Eligibility
Types of Allowances admissible for Indian Railway employees are given below: • City Compensatory Allowance. • Daily Allowance along with Mileage Allowance for local journey beyond 8 km. • Daily Allowance(Popularly known as TA). • Dearness Allowance. • House Rent Allowance(HRA). • Journey on Transfer and Composite Transfer Grant. • Mileage Allowance. • Night Duty Allowance. • Training Allowance. • Transport Allowance(TPA) • Fixed Conveyance Allowance. • Conveyance Allowance to Doctors.

Types of Allowances admissible for Indian Railway employees are given below: • Special Allowance to Railway School Teachers. • Special Allowance for Child care for women with disabilities and Educational Allowance for disabled children of Railway employees. • Border Area Allowance. • Constant Attendance Allowance. • Overtime Allowance (OTA). • Railway Board Tenure Allowance. • Constant Attendance Allowance.
Dearness Allowance • DA is given due to rise in price index and was first granted to the railway services w. e. f. • 1. As per the new rules this DA is given twice a year i. e. from January payable by March and from July payable by September. Presently, the current rate of DA is 17% • w. e. f. 1 st July, 2016.
Transportation Allowances • The transportation allowance shall be admissible to railway employee at the following rates: Employee drawing pay in Rate of transportation pay level allowance /Month employee posted in the cities as per annexure Rate of transportation allowance /Month employee posted at all other cities. 9 and above Rs. 7200/- + DA thereon Rs. 3600/- + DA thereon 3 to 8 Rs. 3600/- + thereon Rs. 1800/- + DA thereon 1 and 2 Rs. 1800/_ + thereon Rs. 900/- + DA thereon
Admissibility of Transportation Allowances during the various circumstance • During Leave: The allowance will not be admissible for the calendar month(s) wholly covered by leave • During deputation aboard: The allowance will not be admissible during the deputation. • During tour: If the employee is absent from the HQ/place of posting for full calendar month(s) due to tour • During inspection/survey duty by members of special parties within the city but execcding 8 KMs from the HQ or outside the HQs
Admissibility of Transportation Allowances during the various circumstance • To vacation of staff: Vacation staff entitled to Transportation allowance provide no free transport facility to given such staff. • During Suspension: As the government employee under suspension is not required to attend office He/she is not entitled to transportation allowance during suspension where suspension covers full calendar months. This position will hold good even if the suspension period is finally treated as duty where suspension period covers a calendar month partially transportation payable for that month shall be reduced proportionately. • These orders shall take effect from 1 July 2017.

House Rent Allowance • It is granted as a relief to employees in view of the higher rent that they may be required to pay for private accommodation due to non-availability of railway quarters. House Rent Allowance • The rate of HRA will not be less than Rs 5400/- Rs. 3600/- & Rs. 1800/- at X Y Z class cities respectively. • The rate of HRA will be revised to 27%, 18 % & 9 % of X Y Z class cities respectively when dearness allowance ( DA) cross 25 % and further revised to 30 %, 20 % & 10 % when DA cross 50 % • In this case of Running staff HRA will continue to be calculate on the basic pay element till further orders. • These order shall be effective from 1 July 2017. • The list of cities classified as Board L. Break down/Accident allowance • The rate of this allowances will be increased by 25% whenever the dearness allowance payable on the revised pay structure goes upto by 50% • These orders take effect from 1 July 2017 other terms and conditions relating to breakdown allowance will remain the same. • The rate of this allowance will further inc 25% each time DA raised by 50%. • The revised rates of allowance shall be admissible with effect from the 1 July 2017.
National Holiday Allowance • This allowance is paid to those employees who are covered by the Industrial Negotiation Act are entitled to only 12 days Public Holidays instead of 16 admissible to others. It will also be paid to them in case such a holiday falls on their day of rest. Cycle maintenance allowance • The cycle maintenance allowance at rate from Rs. 90/- to 180/- is given for maintenance of cycle. • The admissibility of cycle maintenance allowance. • 1. Traveling allowance ( i. e. daily & mileage allowance ) to government servant in receipt of cycle (maintenance allowance ) under these orders will be regulated as under (I) For journey within the a radius of 8 KMs from usual place of duty No TA 9 II) For journey beyond radius of 8 KMs from the places of duty. (a) If the destination point falls within the local jurisdiction. No TA (b) If the destination point falls outside the local jurisdiction. TA admissible under normal rules provided the journey if preformed other wise than a cycle. (III) For journey beyond a radius of 16 KMs from the usual place of duty. TA admissible under the normal rules.
Children Education Allowance • Children Education Allowance Scheme for reimbursement of expenditure on education of school going children has been introduced for Railway employees from 1 st September, 2008 by merging Children Education Allowance and Reimbursement of Tuition Fee. • Consequent to the introduction of Children Education Allowance Scheme Para 1130 of IREM Vol. I providing for advance of one month’s pay for purchase of outfit for children attending the schools is deleted. (Ref 6)
Children Education Allowance • Eligibility Conditions • Children Education Allowance can be availed by Railway employees upto a maximum of eldest two surviving children. (Ref 1, 5&7) • A person appointed as ‘Trainee’ on compassionate ground shall be allowed Children Education Allowance as per the admissible rates. (Ref 12) • Children Education allowance is admissible for more than two children if the number of children exceeds two as a result of second child birth resulting in twins or multiple births. (Ref 3) • The reimbursement of Children Education Allowance is admissible also for the first child born after failure of sterilization operation (Ref 10)
Children Education Allowance • Eligibility Conditions • Reimbursement of educational expenditure of children from classes nursery (2 classes prior to Class I) to twelfth studying in a recognized school /institution will be allowed subject to upper age limit of 20 years. Recognised school/institution in this regard means a Govt. school or any educational institution whether in receipt of Govt. aid or not, recognized by the Central or State Govt. or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution is situated. (Ref 1, 7, 8& 12) • In cases where minimum qualifications for admission in the two years Diploma course in Polytechnic is 10 th Class and the student joins the polytechnic after passing X class, the reimbursement of tuition fees shall also be allowed for the 1 st and 2 nd year classes of the above course. (Ref 3)
Children Education Allowance • Eligibility Conditions • Even if a child fails in a particular class, the reimbursement of Children Education Allowance shall not be stopped. (Ref 1). However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable • In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance. • Hostel subsidy and Children Education Allowance cannot be availed concurrently. • Reimbursement should be made on the submission of original receipts on the basis of self-certification by the Railway employee.
Children Education Allowance • Eligibility Conditions • In case of misplacement of receipts given by the school/institution towards charges received from the parents / guardian, reimbursement may be allowed if the employee produces a duplicate receipt, duly authenticated by the school authorities. (Ref 11) • CEA is payable for the children of all Central Government employees including citizens of Nepal and Bhutan, who are employees of Government of India, and whose children are studying in the native place. However, a certificate may be obtained from the concerned Indian Mission that the school is recognized by the educational authority having jurisdiction over the area where the institution is situated. (Ref 14)

Fee charged for practical work under the programme of work experience. Fee paid for the use of any aid or appliance by the child. Library fee Games/sports fee. Fee for extra-curricular activities. Reimbursement for purchase of one set of text books and notebooks in an academic year(Ref 14).
Children Education Allowance • Items permitted for reimbursement • Reimbursement for purchase of two sets of uniforms and one set of school shoes in an academic year (Ref 14). • Vidyalya. Vikas. Nidhi charged by Kendriya. Vidyalayas (Ref 7) • CEA may be allowed in case of children studying through “Correspondence or Distance Learning” also (Ref 8) • Development Fee/Parents’ Contribution charged by the school/institution in lieu of tuition fee(Ref 11) • Fee charged directly by the school/institution for catering to the special needs of the child with disabilities, duly certified by the school authorities(Ref 11)
Children Education Allowance • Following are not permitted for Reimbursement • Expenses on coaching classes in a Tuition /Coaching Centre would not be admissible. (Ref 4) • No reimbursement is permissible for Annual Charges and Transportation fees. (Ref 14) • Reimbursement of school bags, pens/pencils, water bottle, stationery etc. , may not be allowed. (Ref 14)
Children Education Allowance • Amount of Reimbursement • The annual ceiling fixed for reimbursement of Children Education allowance is Rs. 18000/- per academic year. (Ref 9) • Reimbursement can be claimed once every quarter. • A Railway employee is allowed to get 50% of the overall annual ceiling in the first quarter and the remaining amount in third and or fourth quarter. Frontloading of the entire amount in the first and second quarters is not allowed. An employee can claim full amount subject to the annual ceiling amount in the last quarter. (Ref 10 & 11) • The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. (Ref 1) • Any enhancement in the ceiling of reimbursement per annum due to increase in DA by 50% shall be applicable on pro-rata basis from the date of increase in DA, subject to actual expenditure during the quarter. (Ref 11)
Children Education Allowance • Disabled Children • Reimbursement of Education Allowance for disabled children upto 22 years (having a minimum Disability of 40% ) of Government employees shall be payable at double the normal rates prescribed. (Ref 2& 3) • The annual ceiling for reimbursement of education allowance for disabled children of Government employees will be Rs. 30, 000/- per annum per child(Ref 2&9) • Children Education Allowance in case of a physically /mentally handicapped child studying in any institution aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities shall be reimbursed irrespective of whether the institution is ‘recognized’ (Ref 3) • CEA during leave, suspension • Children Education Allowance shall be admissible to a Govt. servant under suspension or on leave ( including extra ordinary leave). However any period which is treated as ‘dies non’ the Govt. servant shall not be eligible for the Allowance for the period. (Ref 3)
Children Education Allowance • CEA in case of new appointment, Death in service, Retirement, Removal • Employees who join service in the middle of academic year would be entitled to the Allowance on a pro-rata basis for each completed month per child. (Ref 4) • In case of retirement, discharge, dismissal or removal from service -CEA/hostel subsidy shall be admissible till the end of the academic year in which the Railway employee ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year. The payment shall be made by the office in which the Govt. Servant worked prior to these events. (Ref 8) • Dying in harness - If a Govt. servant dies while in service, the Children Education Allowance or hostel subsidy shall be admissible in respect of his/her children till such time the employee would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the Govt. servant was working prior to his death. (Ref 8)
Overtime Allowance • Over time allowance in Indian railways • Under the Indian Railway, the running staff, operating staff, shift workers and other employees associated with the above are to be allowed overtime allowances • Principle of averaging • Avergaing shall be done by averaging the hours of work over the averaging periods(that is a week in case of EI and two-weekly in case of Continuous and Intensive rosters). • This shall apply to: • (i) Running staff • (ii) Operating staff • (iii) Shift workers • (iv) other Railwa employees whose work is connected with the work of any of these categories.
Overtime Allowance • Calculation Between rostered hours of work and statutory limit during the averaging period For excess hours beyond limit prescribed in Sec 132 of Railways Act 1. 5 times the ordinary rate of pay. 2 times the ordinary rate of pay. • Hourly rate of overtime shall be calculated on the basis of rostered hours over the relevant averaging period.
Overtime Allowance • MORP - Monthly Ordinary Rate of pay • Particulars of all extra hours of work done by a Railwa employee beyond prescribed rostered hours of duty shall be recorded in a register to be maintained as per Form A • With effect from 01. 09. 2008 emoluments for overtime allowance will comprise basic pay(Pay + Grade pay), DA, Transportation Allowance. • For Running staff 30% of basic pay as element of Running Allowance will be also taken into account for calculation.
