STRONG FOCUS • Pointing out clear priorities • From equal reductions to prioritization • Defining transparently proportions of different load sources • Finding new forms of co-operation
RAPID ACTION AND EFFECTS • Starting with the measures having fastest effect and least uncertainties • Focusing on actions based on the existing knowledge and common sense • Avoiding stagnation due to ”the adverse version of the precautionary principle”
CONCRETE ACTIONS: FINDING THE RIGHT INSTRUMENTS • From proposed protection measures to effective implementation instruments • Possible instruments on HELCOM level: – agriculture – ”industrialisation” – economic instruments influencing the Common Agricultural Policy – HELCOM recommendations, for example phosphorus level in waste waters
INTEGRATING PRIVATE RESOURCES • Strong public concern for the Baltic Sea • Economic resources, social networks and knowledge • But, again: ”Businesslike approach” needed
