Where We’re Going: The 21 st Century • A New MAG Regional Transportation Plan • An Evolving MCDOT • A New Maricopa County Transportation System Plan (2005 -2006)
Where We’re Going: How Can We Work Together?
Where We’re Going: Fundamental MCDOT Roles • Stewardship of County Roads – Maintain the Existing System – Serve Unincorporated Maricopa County • This is the County’s fundamental statutory role, based on ARS Title 28, Chapter 19
Where We’re Going: Other Basic MCDOT Roles • Serve Regional Travel / Provide a Seamless System – RTP Projects – Other Regional Arterial Linkages • These are also inherent County roles, following from ARS Sections 28 -6308 (RTP), 28 -6771 (bridges) and 28 -7403 (state routes, connections)
Where We’re Going: Other Possible MCDOT Roles 1. Bridge Construction Leadership/Assistance 2. ITS Regional Coordination (Arterial Systems) 3. Small Local Government Assistance 4. Removal of “Bottlenecks” (Help at City Boundaries) 5. Projects in Incorporated Areas 6. Other Recommendations by MAG Partners? 7. The above roles would depend on the cooperative interests of other MAG Member Agencies, funding availability, & approval of the Board of Supervisors.
Projects in Incorporated Areas * County Participation Possible If: – Road recognized as a County highway (serves a county function). For example: • The project serves a regional need; • The project links areas in the county; – – Expense allowable under HURF statutes; Expenditure compatible with County budget; County share proportional to County benefit; Participation is documented in an IGA. * Supported by County legal opinion.
Where We’re Going: Transportation System Plan Update • To refine and formalize MCDOT roles for the future • To gain continuing input from the public • To facilitate involvement of cities, towns and other key stakeholders • To set forth a 20 -year vision for the county transportation system
