Mapping the Existing Community Based Monitoring Tools Used By CS & Community Groups In Uganda Country Task Team PANARI Hotel 30 August -1 September 2019

Community-Based Monitoring Definition of Community Based Monitoring (CBM): • In Community-based monitoring, service users and/or local communities gather, analyze and use information on an ongoing basis to improve access, quality and impact of services, and to hold service providers to account • Uganda CCM Plus Project identified the critical role of CBM mechanism in strengthening the capacity of CS/CG to provide evidence based feedback to the CCM

Oversight Role of CS/CG Constituencies on GF grants • Obtain feedback from network members on access to drugs financed by the Global Fund, services, quality, stigma, and timing • Crosscheck information on access—are services reaching communities? • Compare quarterly feedback to Principal Recipient (PR) reports (stockouts) using e-mails, websites, text messages, and communications from other sources • Obtain feedback on rumors of corruption, overpricing, and other financial mismanagement • Mobilize members to investigate problems, carry out site visits • Propose solutions to problems

Community Based Monitoring Tools in Uganda • The baseline assessment findings for CCM Plus Project indicated few CS/CG organizations with skills and tools for CBM • These efforts take place in an ad hoc manner due to lack of resources & limited capacity among CS/CG organizations In Uganda, some of the CS/CG organizations currently doing CBM include: -Coalition for Health Promotion and Social Development (HEPS) - National Forum of PLHA Networks of Uganda (NAFOPHANU)

CRG support to UNASO (July-August 2019) • UNASO received CRG TA to support CS/CG in developing their capacity in community monitoring and feedback mechanisms on Global fund grants ØOrganizing consultative meetings with CS/CG in 3 districts to understand CS/CG knowledge on GF well as existing CBM frameworks ØOrganized workshops with CS/CG the 3 districts ( each 25 persons) focusing: -Understanding Global Fund grants in Uganda -Understanding Community Based Monitoring for Accountability -How communities can participate in monitoring of GF services - Possible Community Monitoring Tools -Entry Points for Community Monitoring and feedback

Mapping Out the Existing CBM tools The CCM Plus Project commissioned a consultant in September 2019 to do mapping of existing CBM tools in Uganda: 1. To assess which CS/CG organizations in Uganda have CBM tools for monitoring service delivery and understand: i) What information is captured by these CBM tools. ii) Structures in place to use these tools 2. To assess the CBM information flow and communication mechanisms in place between CSOs and community groups

Mapping Out the Existing CBM tools 3. To assess how the generated CBM information flows to the national level to feed in the CCM oversight processes. 4. To assesses the extent to which CBM mechanisms are able to influence the quality of service provision, captures and addresses issues around stigma, discrimination and human rights. 5. Recommend a harmonized and comprehensive CBM tool that can be adopted by the different organizations to strengthen feedback to the CCM. 6. Orient CS/CG on the tools and engage them to explore means of strengthening the functionality of the tools and generate feedback information to the CCM.

Methodology • Review relevant literature • KII with organization leaders of CS/CG organizations • Consultative meetings with development partners and relevant government departments ØThe mapping will be completed in October 2019
