Manure Management Plan (MMP)
What is a MMP? • A manure management plan is a document required of livestock producers, which when followed, will help producers ensure there is adequate land resources available for manure application based on nutrient requirements of crops. • Regulatory agency (DNR, DEQ, KDHE)
Filling out a MMP helps producers identify: • Amount of manure produced • Nutrient concentration in the manure • Number of acres that are required for land application • Amount that will be applied to each available acre
Who needs a MMP? • Will differ by state • Iowa law requires that a manure management plan (MMP) be filed with the DNR for confinement feeding operations meeting any of the following criteria: – The operation has an animal unit capacity of more than 500 a. u. – Anyone who applies manure to an Iowa field from an out of state confinement feeding operation – Open feedlots with more than 1, 000 a. u. will be required to have MMP’s as part of NPDES permits following December 2006.
What is included in a MMP? • Follow appropriate forms • Animal feeding operation information • Determining maximum allowable manure application rate • Manure sample analysis results used in plan preparation • Year by year MMP summary • NRCS P Index “detailed report” with a P Index for each field (along with RUSLE 2 record for each field in the MMP). Submit every 4 years as update.
What is included in a MMP? continued • Township plot map showing location of confinement feeding operation and all fields where manure is applied • Aerial photo of all fields used for manure application • Manure application agreements for all land not owned or rented by producer • Verification of county officials receipt of plan copy • Irrigation plan in applicable
What is submitted as “annual” update to original MMP? • • Varies by state Annual compliance fee and check County official verification form Refile all forms that relate to any plan changes: – i. e. quantity or nutrient analysis of manure produced, manure application fields, quantity of manure applied per acre

Nutrient Management Plan (NMP)
What is a NMP? • A Nutrient Management Plan is a subset of a conservation plan which if followed will help producers assure there is adequate land resources available to utilize the application of nutrients based on NRCS 590 standards for crop production. • Non-regulatory agency (NRCS)
Who needs a NMP? • Any producer participating in the following UDSA programs may be required to develop a NMP – Environmental Quality Incentive Program (EQIP) – Technical Assistance
What forms are included in a NMP? • Nutrient Management Plan checklist and Certification • NRCS/FSA Farm Information • Evaluation and Inventory – In addition to information in MMP • Soil maps • Conservation practices and management activities needed for erosion control and water management identified • Risk assessment of sites within ID impaired waterbodies
What forms are included in a NMP? continued • Written Plan Components – Soil Test Reports from approved lab – Plant Tissue Test (if applicable) – Complete Nutrient budget (balance sheet) for N, P, K – Total nutrient needs of crop – Plan includes all phases of all nutrients applied to fields – Nutrient application equipment calibration – Compliance with all local, state, federal rules related to nutrient application
What forms are included in a NMP? continued • Additional Plan Documentation – Narrative highlighting water quality concerns of nitrogen and phosphorus loss from production site – Identification of Operation and Maintenance practices/activities – Signature of Planners

National Pollution Discharge Elimination System Permit (NPDES)
What is a NPDES? • A National Pollution Discharge Elimination System Permit is a document that is issued by a state permitting authority (granted to each state by Federal EPA) when livestock waste control facility discharges pollutants or has the potential to discharge pollutants into waters of the state as a result from a precipitation event. Such permit is required in addition to any applicable construction permit and state operating permit.
Who needs a NPDES? a. Many livestock operations not currently permitted in the state will be permitted by 2006 under either General NPDES or Individual NPDES Permits ? ? ? b. All permitted sites will complete a MMP as part of the permit requirements c. All Rules and Regulations associated with NPDES Permits are being finalized by states to meet USEPA guidelines. Permit applications are scheduled to be completed during 2006.

Comprehensive Nutrient Management Plan (CNMP)
What is a CNMP? • A conservation plan unique to an Animal Feeding Operation • A grouping of conservation practices and management activities which if followed, will help ensure that both production and natural resource protection goals are achieved • NRCS
Who needs a CNMP? • Under USDA requirements – Environmental Quality Incentive Program (EQIP) – Conservation Security Program (CSP) – Technical Assistance • Under EPA/state CAFO regulations – Both UDSA CNMP’s and EPA rules are virtually the same – Meeting CNMP requirements for USDA may fulfill NPDES permit requirements for CAFO’s

Conservation Plan
What is a conservation plan? • A conservation plan is a document that – Includes a record of the producers decisions and supporting information for all resource concerns – Meets quality criteria for each natural resource of soil, water, air, plant, & animal – Accounts for economic, cultural, and social considerations • NRCS
What is a conservation plan? continued • The conservation plan describes the schedule of operations and activities needed to solve identified natural resource problems, and take advantage of opportunities at a conservation management level • The conservation plan may contain information relating specifically to a particular program, or it may be part of an overall resource management system (RMS) in which numerous conservation programs are utilized to meet the natural resource needs.
What is in a conservation plan? a. The relevant natural resources related to the conservation and environmental objectives of the plan, or other relevant characteristics and the change or impact on the resource base b. The producer’s specific conservation and environmental objectives c. The conservation management system and the practices to be implemented

Additional requirements of a conservation plan • Specific, quantitative / qualitative goals for achieving the conservation and environmental objectives of the producer • Methodology to measure effectiveness of conservation plan • Budget for practice cost and cost-share contract • Design plans if engineered • Third party participation detailed, if any

What is an EMS? • An Environmental Management System is a business management system that helps firms develop a sitespecific strategy for integrating environmental considerations into production decisions on a continuous improvement basis • Farmer to assure compliance and prove stewardship
