SALIENT FEATURES q Certification mandatory from 1. 10. 2018, of ALL telecom equipment, prior to sale/ import/ use. q Exemptions for R&D/ Demonstration/ sample for testing, personally accompanied on inward foreign travel, for personal use, for limited numbers q Certification once for one model, applicable for any quantity, valid for 5 years. q Test reports from Indian designated Labs of TEC or from accredited labs of MRA partner countries. 2

DEVELOPMENT OF ONLINE PORTAL q Development of a web portal enabling end-toend online processing. q Development of portal by CDo. T is in progress. q Phase-1 of portal with essential features. q Release expected by Mid September. q Release of balance modules and features in second phase. 5

PREPARATION OF ESSENTIAL REQUIREMENTS Essential Requirements being prepared by TEC divisions covering EMI/ EMC, Safety, Technical requirements, Other requirements (SAR, IPV 6 etc) and Security q ERs for about 40 products to be prepared. 37 ERs finalised. q Consultative meetings in progress for balance ERs. q Porting of ERs into MTCTE portal in database compatible format is being done progressively. q Security Requirements to be given by Do. T security Wing. Till that time ERs are without security 6 requirement.

CONSULTATION AND HELP DESK q Consultation and Help desk: q Consultation for preparation of ERs in progress. q Consultation on overall process is also going on. IT products – 13 th August West Zone – 28 th August South Zone – 18 th September q Clarifications and FAQs being put up on TEC website as draft. A compendium is being prepared. q Help desk already functioning informally. Formal start from the date of starting portal. 7

RELATED DEVELOPMENTS q Mobile Handsets and POS Terminals to be removed from BIS CRS list to avoid duplicity. q Equipment Type Approval (ETA) for radio products being granted by WPC to be merged with MTCTE. 12

IMPLEMENTATION ISSUES q EMI EMC test reports from foreign labs are as per foreign standards, especially in case of surge voltage testing (foreign: 1 KV, India: 2 KV) q Some countries test only EMI but no EMC. q Some products have issues related to noncompliance in respect of some parameters. q Foreign lab test reports not available, as product not being tested by independent labs. >> To overcome these issues, limited relaxation in submission of reports being considered (6 -12 m) 13

START OF SCHEME q Scheme supposed to start effective 1. 10. 2018. q Rough estimate: > 2000 applications at time of start. 1000 per month later. q Test reports of so many products from so many foreign labs, in different formats. q Progressive roll out is being considered. q Security requirement will be added when received q Suitable buffer time between start of acceptance of applications and mandatory cert 14

MTCTE PORTAL: CABS… 1 q On designation, CABs are listed on MTCTE portal q CABs to provide format of Customer Acquisition Form/ Testing Request form. q CABs to provide relevant details to be shown on portal. q CABs to provide links to their websites showing facilities, fees etc. q Small space on MTCTE for CABs to highlight themselves like “Largest Lab in India”, “Lowest test fees” etc. 18
