Limitations of bureaucratic models in schools • Some goals in schools are not easy to measure so there may be misalignment (formal goals & classroom based goals are not the same) • When working with people, decision making cannot be fully rational which can lead to conflicts of interest. • It is based on the assumption that lower ranks will follow commands. This is not necessarily the case. • Schools are complex social organisations which can lead to some instability. This model assumes stability. Also as they are social, it is essential to remember the people and see them as people first.

Representatives of different stakeholder groups are involved in decision making.

Limitations of collegial models in schools • The skills and style of the leader is very important. • The official authority of the leader can be undercut so less qualified, but more vocal staff, take over. • Consensus may not be easy to reach which can lead to divisions and conflict. • Discussions can take a lot of time leading to inefficiency.
To do • There is a third management style to be studied called ‘Transformational leadership’. • Using the internet, do some research to prepare a 3 -4 minute presentation on transformational leadership. • Include a description of what it is and advantages and disadvantages of the model. You don’t have much time so divide the sections up and then share results. • Your presentation will be no more than 4 slides. • At the end, draw a conclusion as to which model is most appropriate for schools in the country and give some justification for your conclusion.
