Meeting Information All attendees should be muted unless called on to speak. Members of the public or community based organizations will be able to provide comment to the Low Income Oversight Board during Agenda Items 3. The chat box feature should not be used formal comment. Attendees can use the chat box to message the host to ask general questions, note technical issues, or request to speak. Overview of LINA Committee Charge • The LINA Committee of the LIOB was created by a unanimous vote of the Low-Income Oversight Board as an means to meet its obligations with respect to the LINA process, as outlined in statute.
Section 382. 1 of PUC Code • “An assessment of the needs of low-income electricity and gas ratepayers shall be conducted periodically by the commission with the assistance of the Low-Income Oversight Board. The assessment shall evaluate lowincome program implementation and the effectiveness of weatherization services and energy efficiency measures in low-income households. The assessment shall consider whether existing programs adequately address low-income electricity and gas customers’ energy expenditures, hardship, language needs, and economic burdens. ” • “…(2) Assist in the development and analysis of any assessments of lowincome electricity and gas customer need” • SOURCE: LIOB. Process for LINA Rec. Letter • Template Letter: This will include the following: • Normal block letter format information for recipients (PUC and all stakeholders copied), etc. • Opening paragraph of LIOB purpose, LINA Committee and its charge (in statute and when formed as a Committee of the LIOB) • Second paragraph that bullet points our Committees recommendations based on the discussion and vote at the meeting • Closing paragraph • Finalize substance of letter at this Committee Meeting: As noted above, the LINA Committee Meeting will discuss the wording of the document and points in paragraph two. • Designate No More than Two Committee Members to Finish Letter as Specified by the Committee Vote: In the vote, the Committee will designate a minority of members to prepare and review the final language of the letter • 24 Hour Courtesy to Committee for Final Read: Send via bcc, no later than 7/27, a final copy to the LINA Committee to ask if they object to the language and would like another Committee Meeting. • Send Letter to Commission and Copied Parties: 24 hours after the email above is sent and no later than 7/28, we will send the letter to the Commission with CCed parties included.
