Energy Burden and Insecurity Objectives: Build on prior study: • Investigate and employ alternate metrics • Compare low-income customers to moderateincome • Attempt to include customer payment practices • Show distributions of estimates, in addition to averages 4
Unique Customer Needs Objectives: • Focus on LI customer groups: – harder to engage – have more complex needs • Identify and assess unique needs and enrollment challenges 5
Beneficial Customer Measures Objectives: • Build on prior study • Get perspectives from both customers and contractors/organizations that serve them • Explore viability of offering energy management tools to LI households 6
