LFA for Designing Developmental Projects n Logical Framework Analysis (LFA) is one such analytic tool for result-based management that offers a systematic and logical approach for designing projects.
Cont…. n The LFA process helps to think through all the factors that should be considered for planning a successful project.
Cont…. . n LFA ensures that the basic premises are probed extensively and the interrelated key elements are analyzed systematically so that necessary, significant and relevant information is provided to decision-makers for arriving at a well-designed project. Although essentially process undertaken during the planning stage of a project, the LFA summary is a living document consulted and altered throughout the project’s life cycle.
Cont…. . n LFA also facilitates common understanding and better communication between decision makers, managers and other stakeholders involved in the project. Learning’s from projects all across the globe and cutting across sectors has established LFA as one of the most efficient tools for designing implementation, monitoring and evaluating development projects.
LFA n LFA is a way of describing a project in a logical way so that: § § It is well designed It is described objectively It can be evaluated It is clearly structured
Cont…. . § § § Logframe tells a story about causal relationship among our objectives. . . Way of testing the logic of a plan of action by analyzing in terms of means and ends Specific strategic planning methodology to prepare projects
Logframe summarizes n n n What the project is going to achieve? What activities will be carried out to achieve its outputs or purpose? What resources (inputs) are required? What are the potential problems which could affect the success of the project? How the progress and ultimate success of the project will be measured and verified?
Philosophy of using LFA n n Programs must show clear result to earn continued and increased funding Accountability
Why use Logical Framework Analysis? n n Develop systematic and logically understandable model of a project Provide structured, logical approach to setting priorities and to determining intended results and activities Systematically identify obstacles and changes to aims and outputs 9 out of 10 donors prefer it
Where to be Used? n n n Identification Designing / Planning Appraisal Implementation Monitoring and Evaluation
Advantages of the LFA n n It brings together in one place a statement of all the key components of a project (this is particularly helpful when there is a change of staff) It presents them in a systematic, concise and coherent way, thus clarifying and exposing the logic of how the project is expected to work It separates out the various levels in the hierarchy of objectives, helping to ensure that inputs and outputs are not confused with each other or with objectives and that wider ranging objectives are not overlooked It clarifies the relationships which underlie judgments about likely efficiency and effectiveness of projects
Cont…. . n n n It identifies the main factors related to the success of the project It provides a basis for monitoring and evaluation by identifying indicators of success, and means of quantification or assessment. It encourages a multidisciplinary approach to project preparation and supervision
Basic Principles n n n The Logical Framework should be concise. It should not normally take up more than two sides of paper The logical framework should be treated as a freestanding document and should be comprehensible to those coming to it for the first time Acronyms should therefore be avoided If beneficiaries are included in the project, they should also take part in the design of the Logical Framework The Logical Framework will provide a basis for subsequent monitoring and evaluation. It must therefore be kept under regular review and amended whenever the project changes course.
Clarification about some terminologies involved in LFA n n Goal: Overall objective based on “focal problem” identified during LFA - The ultimate result to which your project is contributing Objectives: Anticipated effect, the project will produce by delivering the planned outputs - The specific aim/objective of your project
Cont…. . n n Outputs: Tangible results delivered - The work (targets) needed to be done in order to achieve objectives Inputs/Activities: The resources, Project consumes= human, financial, material, equipment and time etc. - Activities: The actual tasks required to produce the desired outputs - Inputs: What resources (materials) are needed to carry out the tasks
Cont…. . n n Risks/Assumptions: Any key external factors that could harm project achievements Indicators: Quantitative or qualitative ways of measuring progress to see whether following results have been achieves: - Project outputs - Purpose - Goal
Cont…. n Means of Verification: MOV is information or data required to assess progress against indicators and the sources
