CHANGES FOUND IN AB 1808 Trailer Bill Language requires: 1. Annual Assurances Support Plan be added to all Local Plans and written in language understandable to the public a. template to be designed by CDE by 3/1/19 b. implemented by all SELPAs 7/1/2020 2. To be approved at public hearing, annually UPDATE June 2019 The Annual Assurances Support Plan template will be released by June 30, 2020 and submitted to the CDE by June 30, 2021.
ANNUAL ASSURANCES SUPPORT PLAN 1. A description of how the governing board of the special education local plan area has determined that the special education local plan area will support participating agencies in achieving the goals, actions, and services identified in their local control and accountability plans. 2. A description of how the governing board of the special education local plan area has determined that the special education local plan area will connect its participating agencies in need of technical assistance to the statewide system of support. 3. A brief description of the services, technical assistance, and support the governing board of the special education local plan area has determined that it will provide in meeting the requirements under paragraphs (1) to (21), inclusive, of subdivision (a) of Section 56205. Note: (The 22 assurances in the Local Plan)

AB 1808 TRAILER BILL LANGUAGE (c) A complete copy of the local plan, annual budget plan, annual service plan, annual assurances support plan, and policies and procedures shall be held on file in the special education local plan area office and at each participating local educational agency, and shall be accessible to any interested party.

LOCAL PLAN – CDE PRESENTATION JULY 2019 TO STATE SELPA Local Plan Committee – Alexa Slater and Heather Carlson, CDE, reviewed the new Local Plan template. The template will not be posted for a few weeks because the CDE has to conform with 508 compliance. The last required update of the Local Plans was 2006 -07. Many SELPAs still have 2003 Local Plan language. The local plan, per ed code, has three prongs: 1) Local Agreements; 2) Governance and Administration; and 3 Annual Plans (Budget, Service) Attachments – Interagency Agreements Ø Prong 2 has to be submitted to the COE superintendent. It must be updated every 3 years.
LOCAL PLAN – CDE PRESENTATION JULY 2019 TO STATE SELPA A SELPA can amend the local plan at any point during the year. If there are substantive changes the plan needs to be submitted to the CDE for approval. If there is a change of AU or governance structure/composition, the plan must be submitted by June 30. The plan becomes interim for one year while the CDE reviews the plan. The changes will affect funding distribution, etc. There also changes that need to be made to CALPADS.
LOCAL PLAN – CDE PRESENTATION JULY 2019 TO STATE SELPA The Local Plan with the new template must be submitted to the CDE by June 30, 2020. The plan will be an interim plan for one year and the board approvals must be obtained. The board certifications are due to the CDE by June 30, 2021. The Annual Assurances Support Plan template will be released by June 30, 2020 and submitted to the CDE by June 30, 2021. The CDE will be engaging in dialogue with the Department of Finance with the goal to make this a meaningful document. As of July 1, 2020, the requirement to post local plans on the websites for the SELPA, each district and COE goes into effect. Section D: The Annual Budget Plan had the most changes. Send and. EVERYTHING has been via Mail with a significantly expanded. It now has SELPA level and district. Certified level portions. Signature Receipt
LOCAL PLAN – CDE PRESENTATION JULY 2019 TO STATE SELPA Annual Service Plan Attachments VI. 1 & VI. 2 – Will have to be done “by hand. ” CASEMIS could print it out and this is no longer possible with CALPADS. There is a need for clarification; is it prospective or a snapshot of services being currently provided at each site. Alexa’s response: This deserves more discussion. Heather Carlson will take it back to the CDE and give us a response that will mitigate the confusion. Section D: Annual Budget Plan – If a SELPA does not have a mission statement or a statement of beliefs, this can be left blank. Section E: Annual Services Plan – A description must be entered for each service. We can use the language in CCR and modify if it is a match. The Local Plan committee will develop sample descriptions that can be modified to more specifically describe each individual SELPA’s service(s)
