March 2015 : Outcomes of the Cost and Schedule review Findings LIU is a collection of upgrade projects with a material budget of 186 MCHF (excluding LINAC 4, ) total manpower resources of 691 FTE-yrs CERN staff and 194 FTE-yrs of “associate” labor. As a project it started around 2011 and expected completion is around 2019. Yearly expense last year was about 13 MCHF; the maximum planned yearly expense is about 42 MCHF. Comments High priority has to be given to accelerate the project progress. LIU yearly material expenditure is similar to the LHC consolidation effort (CONS). The identification of the scope as part of either LIU or CONS is not complete and also sometimes arbitrary. Scope definition of LIU is not complete for the ion program and only partially complete for SPS. There is a consistent concern by work package coordinators about availability of manpower resources. Design performance for proton beams corresponds to 85% of the HL-LHC luminosity goal with the appropriate expectation that 100% will be reached during commissioning and early operation. Equipment performance requirements should be based on reaching 100% of HL-LHC luminosity.
