LINK CSO GRANTS Project Life Cycle approach From Project Idea to Results Tsvetelina Filipova, Leader LINK CSOs July 2016 Local Initiatives for a Sustainable Ukraine LINK Ukraine
Learning Objectives • • The benefit of a full project life cycle approach The merits of Result Based Management (RBM) Intro to GRANTS call LINK CSO How to write a winning project proposal?
RBM is an approach that emphasizes on results in: • • • planning implementation monitoring reporting and learning The important thing is to understand the concept and not be confused by terms!
Objective vs. Result AN EXPECTATION Objective Address priority need and is achievable within the scope of the project AN INTENTION Expected Result A change that can be measured
Result –Definitions ØResult is a describable or measurable change in state derived from a cause-and-effect relationship. Key Change Words: Results are: Ø output (short-term) Ø outcome (medium-term) or Ø impact (long-term) • • • Improved Increased Strengthened Reduced Enhanced
SMART Result Specific Measurable Achievable Relevant Time-bound • © Universalia
Results Chain – Expanded • Impact • Outcome • Long-term developmental result that is the logical consequence of achieving a combination of outcomes • Medium-term developmental result that is the logical consequence of achieving a combination of outputs. A medium-term change, achievable within the timeframe of the program/initiative. • Output • A short-term developmental result that is the logical consequence of a • Activity • Actions taken or work performed through which inputs are mobilized to • Input • © Universalia project/program activity (ies) produce specific outputs. • The resources required, including money, time or effort, to produce a result
Output vs. Activity An activity is what we do! Output is a direct effect of the completed activity(ies). It is what we change because of the activity! • • • Examples of Activities: Training seminars for NGO workers Round tables on the role of the media in elections campaigns • • Examples of Outputs: • NGOs demonstrate increased understanding of the role of local media in promoting democratization Improved ability of NGO workers to monitor & report on human rights violations
What is an Indicator? Once expected results are established, we need evidence whether or not we are making a difference We need to find a ‘measuring stick’ = performance indicator~ An indicator is a unit of measurement that specifies” what is to be measured along a scale or dimension does not indicate the direction or change indicators should be neutral (‘number of’ rather than ‘increase in the number of’)
Types of Indicators can be: Quantitative: number of, frequency of, ratio of, variance with, %, etc. : Number of total human rights violations over the past 2 years Qualitative: changes in attitudes, behaviours, skills, perceptions, quality, level of understanding or beneficiary satisfaction, extent of, etc. : Change in perception of staff about their skills in revenue generation • © Universalia
Selection Criteria for Indicators Validity – precise measurement Reliability – trends over time Representativity – disaggregated information Simplicity – available information Affordability – cost effective and would it be feasible to collect and analyse Neutrality – needs to measure positive as well as potential negative directions
Lets get started ! Simplicity is the BEST approach! Evaluation board (5 people) 5 Groups - CSO applicants (5 people each) 1 project (catchy title!) (10000 EUR ) 1 goal 2 objectives 2 activities 2 indicators 2 outputs 1 outcome 1 impact 5 minute presentations of the above for the Evaluators who will comment the proposals! You have 1 hour
