Rebaseline! LCLS just completed a rebaseline of the project Lengthy FY 07 Continuing Resolution resulted in approval to rebaseline. Rates, Escalation, Burdens Rates, Escalation and Burdens are reviewed regularly and updated as needed to provide the most accurate cost baseline. Have defined SLAC, ANL, and LLNL rate structures (for LCLS). Buildup of fully burdened rate is performed in Cobra Overhead: OPC Labor @ 40% Overhead: TEC Non-Labor @ 4. 32%, OPC Non-Labor @ 5. 04% SLAC/LLNL Escalation rates @ 4. 0%/Year ANL Escalation rates @ 4. 5%/Year M&S Escalation Rates use DOE guidelines Basis for Escalation Rates consist of: Laboratory published escalation rates DOE Escalation guidelines P 3 provides the budgeted quantities for each planned resource to Cobra.
