Government run by religious leaders. � Pharaoh- a ruler of ancient Egypt. � The Pharaoh appointed bureaucrats, or government officials to carry out orders. � Bureaucrats oversaw construction and repairs of dams, irrigation systems, canals, and granaries (places to store grain so people would not starve). �
