Level 4 – Principal Civil Engineer/District Engineer/Acting (overall responsibility to District staff and operations) Level 3 - Senior Civil Engineer/District Engineer/Acting (Supervisor of Level 2 person) Level 2 - Civil/Structural Engineer or Acting (may be the primary person working on the project/ permit or the supervisor of Level 1 person) Level 1 – Plan Checker or Counter Staff (primary person working on the project/permit) Escalation is not a sign of failure but a path forward to resolution Own issue resolution at lowest possible level. Only escalate issue when resolution isn’t reached, or a higher level of consideration is needed. When escalating, escalate the issue to the next level – no leapfrogging. Clearly communicate via email and articulate the issue. Be mindful of using all CAPS or red. Provide a concise summary of pertinent background information and communication history. Communication of the issue should be owned by those involved in the issue from one level to the next, to final resolution.
