Working group approved by NCAA Division I Board of Directors and appointed by NCAA Division I Council Coordination Committee. Working group consists of 19 members representing following areas: Division I Council Transfer Working Group • Five directors of athletics (autonomy, nonautonomy FBS, and FCS); • Four conference representatives (autonomy, nonautonomy FBS, Division I); • Four head coaches (FBS football, men’s basketball, women’s basketball, women’s volleyball); • Two faculty athletics representatives (FCS and Division I); • Two senior woman administrators (autonomy and FCS); and • Two student-athletes (FCS football and Division I men’s basketball). What’s the working group’s charge? Division I Council Transfer Working Group To develop recommendations that reinforce the fundamental expectations around student-athlete undergraduate transfers and postgraduate intercollegiate competition within the context of higher education. Guiding Principles: Division I Council Transfer Working Group • Student-athletes in all sports should be subject to the same academic, transfer and postgraduate requirements. • Review consistent with the fundamental expectations around student-athlete transfers in the context of higher education. • Postgraduate educational experience of student-athletes should be similar to nonstudent-athletes
Division I Council Transfer Working Group Issues and Topics Identified: Permission to contact; Early recruiting review and impact on transfer decision; Recruitment of undergraduate and postgraduate transfer student-athletes; Calculation of Academic Progress Rate regarding transfer student-athletes;
Division I Council Transfer Working Group Academic regulations for undergraduate and postgraduate transfer student-athletes; Exceptions to year in residence requirement; Progress-toward-degree requirements; and Financial aid. What else?
Division I Council Transfer Working Group Projected Timeline April 2017: Working group commences review of existing transfer requirements. Spring 2017 -January 2018: Review existing transfer requirements and develop legislative and policy concepts consistent with presidential-led guiding principles. January 2018: Provide concepts for membership input. Summer 2018: Present legislative concepts for Council consideration.

4 -4 Graduate Transfers Postgraduate Enrollment Options Student-athletes with remaining athletics eligibility (and time on their fiveyear clock) may continue to participate in intercollegiate athletics provided they pursue one of the following academic avenues. Undergraduate Institution Transfer Institution Full-time postbaccalaureate studies: • Enrolled in second baccalaureate degree, major or minor, or • Enrolled in general coursework towards any degree program. Full-time graduate studies: • Enrolled in general graduate work (e. g. , nondegree-seeking), or • Enrolled in graduate degree program (e. g. , degree-seeking). Full-time graduate studies: • Enrolled in graduate degree program (e. g. , degree-seeking).
4 -4 Graduate Transfers In April 2017, the Division I Council adopted the following changes to the six-hour rule (NCAA Bylaw 14. 4. 3. 6) Full-time postbaccalaureate studies: Undergraduate Institution • • Full-time graduate studies: • • Transfer Institution Enrolled in second baccalaureate degree, major or minor, or Enrolled in general coursework towards any degree program. Enrolled in general graduate work (e. g. , non-degree-seeking), or Enrolled in graduate degree program (e. g. , degree-seeking). Full-time graduate studies: • Enrolled in graduate degree program (e. g. , degree-seeking). Must earn six hours that apply towards degree or meet program requirements. No change – must earn six hours.
Graduate Transfer Requirements Sports Other Than FBS Football, Basketball, Baseball and Men’s Ice Hockey Athletics eligibility remaining. Enrolled in a degree-seeking graduate program. Meet requirements of undergraduate one-time transfer exception (other than sport restriction). Athletics aid not renewed.
Case Study No. 1 Gaston is a 4 -4 transfer. December 2016: Gaston graduated from Cogsworth U. January 2017: Gaston enrolled at Lumiere State. Gaston wants to play on the baseball team the 2017 spring term.

Gaston’s Status Gaston was admitted to Lumiere State in the Recreation Management graduate program for the 2017 fall term. Gaston wants to be a park ranger. During the 2017 spring term, Gaston will enroll as a nondegree seeking student. All of Gaston’s courses during the 2017 spring term will be used towards his degree.
So. . What Does This Mean? Gaston is not eligible as a graduate transfer student. May not receive athletics aid, practice or compete at Lumiere State. Ever?
Proposal No. 2016 -72 Baseball and Basketball Midyear Enrollee (grad transfers): In baseball and basketball, a graduate transfer studentathlete who initially enrolls at the certifying institution as a full-time student after the conclusion of the first term of the academic year and qualifies for the one-time transfer exception may be immediately eligible for competition, provided he or she satisfies all other applicable eligibility requirements. Effective August 1, 2017.
Case Study No. 2 Mrs. Potts is a 4 -4 -4 transfer. May 2017: She graduated from Cogsworth U. June 2017: She enrolled at Lumiere State. Mrs. Potts wants to participate on the women’s bowling team the 2017 -18 academic year.
Is There Something There, That Wasn’t There Before? Admitted? Previous Midyear ? Support? One-Time Transfer? Degree. Seeking? Full-time?
Mrs. Potts’ Status Mrs. Potts was admitted into Lumiere State’s cryptozoology program. She is a full-time, degree-seeking student. Her previous institution did not renew her athletics aid.
Is Mrs. Potts Ready to Brew? Not yet. Mrs. Potts has previously transferred from a four-year institution. She does not meet the one-time transfer exception.
What About a Waiver? Student-athlete has been accepted into a specific graduate program. Graduate program not available at previous institution. Letter from previous institution. Statement from the student-athlete detailing reasons for transfer. Student-athlete's status on the team at previous institution (e. g. , dismissed from the team for rules violation, disciplinary suspension).
Case Study No. 3 Belle is a 4 -4 transfer. May 2017: Belle graduated from Chip College. June 2017: Belle will enroll at Lumiere State. Belle wants to play women’s golf.

Belle’s Status Belle is pursing a certificate program in literature. With the certificate, Belle can be a librarian. Belle will be a full-time student the 2017 fall term.
4 -4 Undergraduate Transfers In general, 4 -4 undergraduate transfers must serve an academic year of residence prior to being eligible to compete at transfer institution. However, exceptions to the general 4 -4 residence requirement are available. Student-athlete is not otherwise serving a residence requirement at the time of transfer • • • Initial eligibility rules; Delayed enrollment; or Prior transfers.

Case Study No. 4 In 2014, Chip initially enrolled at Provincial College. He was recruited to play to soccer. Chip played his freshman season, but due to a coaching change, quit the team in April 2015. For the next three semesters, Chip continues as a student at Provincial College. January 2017: Chip transfers to Castle University.
Sleeping in the Cupboard? Must Chip serve a year in residence prior to competing for Castle University’s soccer team? Should Chip start spring practice with the soccer team in February 2017?
Case Study No. 5 Le. Fou is a sophomore men’s basketball studentathlete. At the end of the basketball season, Le. Fou decides he’s interested in transferring. Le. Fou spends the remainder of the spring term focused on finding a new school. As a result, Le. Fou fails all but one three credit spring course. Le. Fou transfers to another four-year institution during the subsequent fall term.
My, What a Guy? What is Le. Fou’s eligibility status when he arrives at the transfer institution? Competition? Practice? Aid? What waiver opportunities exist?
4 -4 Undergraduate Transfers Eligibility for Athletics Aid on Transfer To be eligible to receive athletics aid during a student-athlete’s first academic year at the transfer institution, a 4 -4 undergraduate transfer must have left their previous institution academically eligible to compete during the next regular academic term.
4 -4 Undergraduate Transfers No longer provide immediate eligibility. One-year extension of the five-year clock for mitigating circumstances. Mitigation evaluated under current committee directives and guidelines.
4 -4 Undergraduate Transfers Immediate eligibility may be provided: SA was the victim of objective, documented egregious behavior by a staff member or student at the previous institution. SA transfers to a service academy.
